On September 10, the congress to establish the International Alliance against Telecommunications and Network Fraud took place in Lianyungang city, Jiangsu province, China. The event brought together representatives from 46 founding countries, 34 observer countries and 4 international organizations, including the United Nations and the International Criminal Police Organization (Interpol).
At the conference, representatives of co-founding and initiating countries such as China, Vietnam, Laos, Cambodia, Russia, Pakistan, Kenya and representatives of Interpol highly appreciated the significance of establishing an alliance for global public security, and hoped that the organization would effectively prevent the spread of cross-border cybercrime.
The participating parties jointly adopted a Joint Statement on the establishment of an International Coalition to Combat Telecommunications and Network Fraud. The statement affirmed that cyber and telecommunications fraud is becoming a common global threat.
The establishment of a specialized intergovernmental international organization, acting quickly and effectively based on international conventions is an urgent requirement to coordinate in cracking down on related crimes, protecting the safety and legitimate rights of citizens and organizations between countries.
The alliance was initiated by the Chinese government to realize the Global Security Initiative and the Global Governance Initiative. The organization is oriented to become an intergovernmental mechanism with the extensive participation of multinational law enforcement forces, playing a leading role in coordinating and improving professional action capacity to thoroughly handle transnational fraud lines.
