That is a preliminary statistic from Forbes magazine when these Russian billionaires either received state contracts to build infrastructure, or invested in automatic ticket sales systems, providing internet in stadiums.

Viktor Vekselberg

Vekselberg's Airports of Regions, which has assets worth $13.6 billion, has spent $560 million to renovate airports in four World Cup host cities: Ekaterinburg, Nizhny Novgorod, Rostov-on-Don and Samara.

Arkady Rotenberg

Rotenberg, with assets worth $2.6 billion, runs contractor Mostotrest to build the St. Petersburg expressway. Petersburg and Moscow. In addition, his company also received $1 billion to renovate 3 airports.
