U15, U17, U19, U21 at Khanh Hoa Sports Technical Training Center (Center).
Pay players according to the coach's will
According to the inspector, U15 was selected to start training from 2023, appointing Mr. Le Van Tu as head coach.
Because most athletes are not old enough to open bank accounts, 21 athletes are paid meals and wages directly in cash by the Center and 4 athletes are paid meals and wages via bank accounts.
On February 1, 2023, U15 held a meeting and confirmed that Mr. Tu would receive money on behalf of the athletes, and agreed to put the difference in wages and meals into the team fund to pay for collective activities. The meeting was signed by 2 parents and the athletes.
Inspectors discovered that the U15 athletes were underage, and at the team meeting minutes, only two parents signed to allow Coach Le Van Tu to sign on the list to receive money on behalf of the athletes, without a commission. The rights of all parents are not in accordance with the regulations.
The center pays the athletes equal wages, but Mr. Tu himself sets the criteria for ranking A, B, C, D when paying the players' wages through team meeting minutes, without regulations. but only rely on personal will to distribute money.
Similarly, at U17 Khanh Hoa, timekeeping for practicing athletes is directly scored by coach Nguyen Ty. Meals and wages are also paid to athletes via bank accounts and cash like U15.
However, the athlete's ATM card and password were kept by Mr. Ty, who withdrew money, paid for meals, wages, and spent on group activities. The inspector concluded that coach Nguyen Ty directly signed to receive money without the athlete's authorization, and kept the athlete's ATM card and ATM password all against regulations.
The inspector further discovered that according to the training contract, the training was performed on all days of the week, except Sundays. But in 2021, 2022 and 2023, there will be many months where U17 only practice from Monday to Friday every week.
Coach Nguyen Ty's timekeeping on Saturday caused a loss of more than 61 million VND to the state budget. In addition, there were 2 athletes who were given time off from training by Mr. Ty but did not propose to the Center Director to terminate the labor contract, still leaving the training list to enjoy wages and meals, causing a loss of more than 122 million to the state. million dong.
The inspector also concluded that Mr. Nguyen Ty had appropriated the athlete's meals and wages...
A similar situation also occurred at U19 and U21 when coaches Dang Dao and Huynh Huu Duc both directly signed to receive money without the athlete's authorization and kept the athlete's ATM card and password.
Particularly, the U19 coach has the act of seizing the athletes' wages and meals. Also by keeping the cards and passwords of the two athletes, Mr. Dao kept 315 million VND in wages and meals even though the two players had stopped practicing.
Transfer the file to the investigation agency
During the inspection, the inspection team discovered that Coach Dang Dao of the U19 football team continued to ask athletes who did not eat or stay at the Center to transfer money for meals to the coach.
To stop the act of taking advantage of position and authority as a coach to keep money from athletes, the Inspection Team recommended that the Chief Inspector of the Department issue an official dispatch requesting the Center Director to temporarily suspend Mr. Dang from his position. Tao.
According to the inspector, for the violations of Mr. Dang Dao and Mr. Nguyen Ty, as head coaches, they intentionally took advantage of their positions and powers, causing losses to the State budget and seizing part of their wages and meals. of athletes as stated by the inspection results.
During the inspection process, Mr. Nguyen Ty and Mr. Dang Dao actively remedied the consequences, paying part of the wages and meals to the athletes on the basis of an agreement between the two parties. Particularly, Mr. Nguyen Ty received positive comments from the athletes.
However, the Inspector assessed that the violations of these coaches took place over a long period of time. In particular, in the case of Mr. Dang Dao, he did not clearly understand his actions and continued to violate them.
Therefore, the Department Inspectorate recommends transferring the file to the police agency to investigate violations with criminal signs.
In case the investigation agency concludes that there are no signs of criminal violations, the Department Inspectorate recommends that the Department Director request the Center Director to recover the amount as stated above.
