The total minimum fuel source in 2025 assigned by the Ministry of Industry and Trade to the petroleum traders is 29,517,404 m3/ton of various types of petroleum. In which: ground gasoline: 28,309,360 m3/ton; aviation fuel: 1,208,044 m3.
Regarding gasoline prices, as of the adjustment period on June 12, 2025, the prices of gasoline products have been adjusted for 24 price periods. Compared to the beginning of 2025, the prices of most gasoline products decreased from 2.97% to 7.02% equivalent to a decrease of 595-1.123 VND/liter of gasoline and oil depending on the type (except for mazut increasing by 2.25%).
Compared to the same period last year, the prices of all petroleum products decreased sharply: E5 Ron 95 gasoline decreased by 7.94% (down VND 1,679/liter); Ron 95 gasoline decreased by 9.15% (down VND 2,010/liter); Diesel decreased by 8.87% (down VND 1,722/liter); kerosene decreased by 10.46% (down VND 2,046/liter); mazut decreased by 4.77% (down VND 824/liter).
Domestic gasoline prices in the first 6 months of 2025 closely followed world gasoline prices and remained much lower than at the beginning of the year and compared to the same period in 2024, contributing to supporting the reduction of input costs for production and business, supporting the goal of controlling inflation.
However, due to geopolitical instability in the Middle East last week, the world oil market is witnessing the strongest price increase in more than 2 months; The airstrikes in response between Israel and Iran raised concerns about the risk of increasingly large disruptions to oil supply from the Middle East, especially Iran's threat to close the Hormuz Strait... leading to high oil prices in the adjustment period on June 19, 2025.
Two gasoline products increased by over 6% and 3 products (diesel, kerosene, mazut) increased by over 7%. However, prices of petroleum products are still lower than the same period and have begun to increase slightly compared to the beginning of 2025. Through assessing supply, market demand and gasoline market price movements in the operating period on June 19, 2025, no price stabilization measures have been taken.
Calculating supply for the last 6 months of the year
Regarding the plan for the last 6 months of the year, it is expected to implement the supply of gasoline for the domestic market in the last 6 months of 2025 as follows: Import in the last 6 months of 2025 reached 5.1 million tons of various types of gasoline (equivalent to 6.12 million m3 tons of various types of gasoline); Production in the last 6 months of 2025 reached 7.7 million tons of various types of gasoline (equivalent to 9.24 million m3 tons of various types of gasoline). Domestic consumption in the last 6 months of 2025 reached 7.4 million tons (equivalent to 8.8 million m3 tons of various types of gasoline and oil). Exports in the last 6 months of 2025 were 220 thousand m3 tons.
In general, the total import, production and export output in the last 6 months of 2025 reached 12.58 million tons of various types of gasoline (equivalent to 15.1 million m3 of various types of gasoline).
The total amount of petroleum for domestic market consumption in the first 6 months of 2025 of traders reached 14.3 million m3, equal to 48.2% of the total minimum petroleum source allocated in 2025. Consumption in the last 6 months of 2025 reached 13.2 million m3 tons (average consumption of about 2.2 million m3/ton/month of various types of gasoline). inventory in the first 6 months of 2025: 1.7-1 prompt 1.8 million m3 tons.
