Hai Phong Department of Agriculture and Environment has reported to the Department of Quality, Processing and Market Development (Ministry of Agriculture and Environment) information related to the diseased pig case at Ha Long Canned Food Joint Stock Company.
According to reports, on September 8, 2025, the Economic Police Department (PC03) of Hai Phong City Police coordinated with relevant forces to inspect 2 cars transporting pork. At the time of inspection, vehicle plate number 15C-298.81 was carrying 790kg of slaughtered lean pork; vehicle 34C-317.36 was carrying 484.5kg of lean pork showing signs of "unnatural pale white color, with a foul odor". The two drivers could not present documents proving their origin, and did not have a quarantine certificate for transportation.
The report clearly states that from May 2025, pork will be purchased and sold through a single source before being put into Ha Long Canned Food Joint Stock Company. After importing goods, the company stores them in cold storage and uses them to produce canned food (sliced meat, pate, sausages).
Test results of samples taken from the above 2 vehicles showed positive for African swine fever virus, negative for foot-and-mouth disease virus. As for samples taken at Ha Long Canned Food warehouses, many samples also tested positive for African swine fever virus, and positive for Salmonella spp bacteria.
According to the investigation results of the Investigation Police Agency, the entire amount of meat infected with African swine fever virus transported to the Company was collected from a foreign province, without a quarantine certificate for transportation as prescribed.


Based on the investigation results, the Investigation Police Agency - Hai Phong City Police issued Decision No. 1223/QD dated September 12, 2025 to prosecute the criminal case and proceed with procedures according to regulations.
In the process of coordinating the investigation, the Hai Phong Department of Agriculture and Environment said that it has requested the Company to review, trace, and recall products produced from raw materials positive for DTLCP/Salmonella spp or exceeding the indicators according to regulations; and at the same time notify consumers about the risk to proactively prevent and control the epidemic. The enterprise has announced the temporary suspension of product consumption (September 11, 2025), recall notice (October 6, 2025) and report on implementation results (October 9, 2025).
By November 19, 2025, the Council for destruction of exhibits and assets had carried out destruction of exhibits and assets infected with viruses and bacteria according to related procedural decisions. The list of destruction reported includes: 790kg and 484.5kg of lean pork seized on 2 vehicles; 132,379.5kg of lean pork traded through supply outlets; along with 4,141.3kg of sausage and 3,285.6kg of special sausage produced from pork related to the case.
Goods positive for Salmonella spp in cold storage are also under destruction, such as 13,661.8kg of frozen pork skin, 8,205kg of imported frozen chicken skin and 6,030kg of imported frozen ground chicken meat.
In addition, Ha Long Canned Goods also proactively proposed to destroy 134 boxes of Pate Cot den of 90 grams/box and 156 boxes, 23 boxes of Pate Cot den of 150 grams/box.
