According to the report of the Hai Phong City People's Committee, as of June 2025, the City People's Committee has reviewed and decided on the subjects of resignation to enjoy policies for commune-level cadres, civil servants and non-professional workers at the commune level who are redundant due to the arrangement of commune-level administrative units in the 2023-2025 period for 465 cases according to regulations.
Of which, 289 cadres, civil servants and public employees quit their jobs and enjoyed the policy regime according to Decree No. 178/2024/ND-CP; 42 commune cadres and 134 non-professional workers at the commune level quit their jobs and enjoyed the policy regime according to Decree No. 29/2023/ND-CP.
The city is continuing to review and approve beneficiaries of policies and regimes according to the provisions of law for cases affected by the arrangement of provincial and commune-level administrative units in 2025.
The City People's Committee has also issued documents to implement Decree No. 177/2024/ND-CP dated December 31, 2024 of the Government regulating the regime and policies for cases of non-reappointment, reappointment and cadres who quit their jobs or retire at will; appraised 8 dossiers of proposals for approval of early retirement subjects according to regulations.
Previously, according to the project to reorganize commune-level administrative units in Hai Phong, the number of redundant cadres, civil servants and part-time workers at the commune level was 4,369 people, of which, cadres and civil servants at the district and commune levels: 2,600 people; part-time workers at the commune level 1,769 people.
The city will arrange and assign the current team of district and commune-level cadres and civil servants to the new commune-level administrative unit to perform tasks according to regulations. At the same time, combine the assessment and review of staff streamlining with restructuring and improving the quality of the team to meet the requirements of the tasks, ensuring within 5 years of basically ensuring the quantity in accordance with the Government's regulations.
