Reporting at the regular meeting in June of the Hai Phong City People's Committee, the leader of the Department of Finance said that from 2018 to present, due to negligence and misunderstanding of regulations, the former Chairman of the Housing Business Company has not issued a notice of land rent collection to organizations and individuals who are renting houses in the period of 2018-2021.
Through review, up to now, the remaining land rent debt is 48.5 billion VND. Of which, the land rent for the campus area (excluding the land rent for the rental housing construction area) is 12.7 billion VND. Land rent for the land area for building tenants (excluding land rent for the common land area for organizations and individuals) is 35.8 billion VND.
Previously, on June 19, the Chairman of the Hai Phong City People's Committee directed the establishment of a working group to compare land rents for organizations and individuals renting houses as production and business service facilities in the area. The Chairman of Hai Phong Housing Management and Business Company Limited is the head of the delegation. The Vice Chairman of the Ward People's Committee where the house and land are leased as a production and business facility is the deputy head of the delegation. Members include company officials, officials in the fields of: police, urban management, regional tax.
The working group is responsible for working with organizations and individuals renting houses (311 houses) owned by the state as a production and business facility for services in the city; making a working record on the comparison of unpaid land rent; making a declaration to pay land rent for each organization and individual renting a house.
The Hai Phong City People's Committee assigned a working group to urgently work with organizations and individuals renting 25 houses to make a working record comparing unpaid land rent and land rent declaration; report to the City People's Committee on the implementation results before June 25. Along with that, propagate to organizations and individuals renting houses to regulate and policies on land rental fees for state-owned housing funds for lease as production and service business establishments in the city.
Chairman of the City People's Committee Nguyen Van Tung emphasized that the entire political system is focusing on implementing the two-level local government organization but is still paying special attention to budget collection. This is an incident that has existed for many years, causing a loss of revenue for the city budget. Therefore, units need to resolutely collect land rent for organizations and individuals renting houses as production, business and service facilities in the city.
