Owing to teachers' "rights" is unacceptable
On the 3rd working day of the 17th Session, Binh Dinh Provincial People's Council term XIII, term 2021-2026, Secretary of the Provincial Party Committee, Chairman of Binh Dinh Provincial People's Council Ho Quoc Dung requested the Director of the Department of Education and Training to explain clearly about The collective of teachers at Canh Thuan Semi-boarding Secondary School (Van Canh district) repeatedly submitted petitions to all levels to "claim their rights" but failed.
Explaining at the meeting, Mr. Dao Duc Tuan - Director of Binh Dinh Department of Education and Training - said that according to management decentralization, the payment of salaries and benefits for schools in Van Canh district belongs to this district People's Committee. However, the Department of Education and Training has coordinated with the People's Committee of Van Canh district and the district Department of Education and Training to review the payment for overtime teaching and extra classes in the 2022-2023 school year.
"Up to now, this locality has arranged to pay benefits for half of the schools in the district. The remaining about 300 million VND has not been paid to the schools. Currently, the District Finance and Planning Department has reviewed and Report to the People's Committee of Van Canh district about these remaining cases," Mr. Tuan said.
Faced with the above issue, Mr. Ho Quoc Dung requested the People's Committee of Binh Dinh province to quickly inspect and handle the responsibilities of individuals and groups involved in delaying salaries and debts for teachers in Van Canh district.
"The press raised it but the comrades let it go. For the Chairman of the District People's Committee to owe salary, such a regime is unacceptable. I suggest that next week we must completely handle this situation," he said. Ho Quoc Dung said.
Private schools can do it, but public schools can't
Regarding the conversion of 13 preschools to fully autonomous public schools from 2022 in the province, Mr. Dao Duc Tuan - said that recently, the Provincial People's Committee also directed localities to focus on investing in facilities, equipment, strengthen the apparatus, review and complete the autonomy plan of the schools. However, currently, some preschools do not ensure the scale according to regulations of the Ministry of Education and Training.
As of May 2024, 4/13 schools have new construction projects, 6/13 schools are repairing some items, 5/13 schools are repairing damaged equipment and 13/13 schools are purchasing new equipment. From January 2022 to May 2024, the total investment budget for 13 schools is more than 23 billion VND.
Regarding the arrangement and reorganization of preschool education facilities that do not ensure the minimum scale according to the regulations of the Ministry of Education and Training and operate ineffectively, up to now, Phu My district, Tuy Phuoc district, An Nhon town, City Quy Nhon has a merger plan. However, by July 2024, only Phu My district had been merged.
"Some localities have not really paid attention to facilities for autonomous preschools. Localities are still behind in implementing merger plans compared to requirements. 12/13 schools have not yet carried out a review. , perfecting the autonomy plan," Mr. Tuan stated.
Regarding the conversion of preschools, Mr. Ho Quoc Dung raised the question: Why do private preschools buy land and build their own schools, but operate the schools profitably, while public schools are controlled by the State? Investing in facilities, only collecting enough money to pay salaries but can't do it?
"People invest and do it themselves, but they make a profit, but for me, everything is invested by the State. The only thing to do is collect money to pay the full salary for the apparatus but cannot pay, this place is located in No, this issue must be clarified, it is impossible to rely on it like that.
We can launch a pilot school, organize bidding, and auction for private people to operate it to see if it works. The purpose of socialization is to reduce the burden of budget spending. Now that we rely almost entirely on the budget, this policy seems unachievable," said Mr. Ho Quoc Dung.
