On June 12, discussing in groups at the fourth session of the 17th Hanoi City People's Council, term 2026-2031, delegate Nguyen Doan Hoan - Secretary of the Party Committee, Chairman of the People's Council of Phuc Tho commune said that Phuc Tho commune currently has 19 villages. When the new village and residential group apparatus of the city officially operates, the commune will immediately send officials and civil servants directly to the villages to support.
To make the village's operations effective, Mr. Hoan believes that the city should have a support mechanism and delegate more authority to the commune level in equipping facilities and vehicles to serve the work.
I plan to buy about 50 bicycles, giving each village head one to visit people every day" - Mr. Hoan said.
Mr. Hoan also proposed to strengthen village officials who are young people, with computer skills to serve office work. According to him, this will help the apparatus operate smoothly, stick to reality and promptly and thoroughly handle problems arising from the grassroots level.
Regarding the management and use of public assets, Mr. Hoan said that the city has implemented a project related to communes and wards. However, there are specific public assets located in residential areas. If there is no need to use them, they should be assigned to communes and wards to organize auctions to recover resources for the State.
According to him, this not only contributes to ensuring urban aesthetics and civilization but also helps to strictly manage land, avoiding encroachment.
Mr. Hoan gave an example, recently, Thanh Liet ward has forced and demolished more than 20 illegally built pickleball courts on agricultural land. From that reality, delegates proposed that the city empower communes and wards to be allowed to cooperate with the private sector to implement cultural and sports projects, including swimming pools; works are allowed to operate with fees under the supervision and control of local authorities.
These projects both serve the people and contribute to fundamentally solving the risk of drowning in communes" - Mr. Hoan said.
