Reduce 6 general departments and 55 department-level units
At the National Conference to review Party building work in 2024 and deploy tasks for 2025 held on December 16, Lieutenant General Nguyen Van Long - Deputy Minister of Public Security - shared some experiences in arranging the organization and staff structure of the Central Public Security Party Committee.
Lieutenant General Nguyen Van Long said that from 2018 to now, through 2 restructurings, the organizational structure of the Ministry of Public Security has reduced 6 general departments, 1 unit equivalent to a general department, 55 department-level units, 7 People's Public Security schools, 20 provincial-level fire prevention and fighting police units, 1,200 department-level units and over 3,500 team-level units.
Along with that, the Ministry of Public Security has synchronously implemented solutions to restructure the staff at all levels of the police force according to the motto "elite ministry, strong province, comprehensive district, and grassroots commune".
The Ministry of Public Security has developed a framework of criteria and standards for arranging officers at four levels of the police force, developed a framework of job positions, determined new staffing levels for police units and localities, implemented plans, reviewed and restructured the staff, and created a source of officers to build a regular commune-level police force.
"Up to now, the Ministry of Public Security has transferred over 58,000 officers from the Ministry, provincial-level Public Security, and district-level Public Security to the commune and town police; completing the construction of regular commune police according to Resolution 22 of the Politburo without increasing the staff set by the Politburo in 2018," said Lieutenant General Nguyen Van Long.
According to the Deputy Minister of Public Security, after 7 years of implementing Resolution 18-NQ/TW, the Ministry of Public Security has reorganized, streamlined, and rationally structured its staff in the direction of strengthening the direct combat force and strengthening the grassroots; all aspects of public security work have achieved comprehensive results. The security and order situation has changed positively, and the quality of service to the people has been significantly improved.
Continue to improve the organizational structure of the Ministry of Public Security
According to the Deputy Minister of Public Security, the implementation of innovation and reorganization of the apparatus and staff is an important, complicated and sensitive task. During the implementation process, it is necessary to ensure the principles of democratic centralism, objectivity and impartiality, but at the same time, it is necessary to act decisively with high determination and great effort.
The process of dissemination and implementation must clearly identify and assign specific tasks and responsibilities to each Party committee, Party organization, police of units, localities and leaders to ensure the organization and implementation of tasks and solutions in a synchronous, comprehensive and effective manner with a spirit of urgency, not to prolong, not to affect all aspects of the work of the People's Public Security Forces.
Along with that, we must resolutely prevent and combat the exploitation of this policy for negativity and corruption, but at the same time, we must have appropriate policies to promptly encourage cadres and soldiers to continue to actively respond.
In the coming time, based on the results of implementing Resolution 18, from the results drawn, according to Lieutenant General Nguyen Van Long, the Central Public Security Party Committee will continue to research and report to the Politburo and the Central Steering Committee on summarizing Resolution 18 for the policy of implementing a number of key tasks.
In particular, the Politburo reported on the policy of researching and continuing to improve the organizational structure of the Ministry of Public Security, units and localities to ensure streamlining and effective and efficient operations.
