On September 30, Ho Chi Minh City Police announced the decision of the Director of Ho Chi Minh City Police on the transfer and appointment of Lieutenant Colonel Phan Thanh Binh - Head of the Drug Crime Investigation Police Department (PC04) to hold the position of Head of District 4 Police.
