According to the above decision, the Chairman of the Appraisal Council is the Minister of Planning and Investment. The Vice Chairman of the Council is Deputy Minister of Planning and Investment.
Members of the Appraisal Council include leaders of ministries and agencies: Finance; Industry and Trade; Build; Natural Resources and Environment; Agriculture and Rural Development; Labor - Invalids and Society; National Defense; Police; Transportation; Education and Training; Interior; Culture, Sports and Tourism; Medical; Justice; Information and Communications; Science and Technology; Diplomatic; Committee for Ethnic Minorities; State Bank of Vietnam.
The Ministry of Planning and Investment is the standing agency of the Appraisal Council.
The Council has the tasks and powers to organize the appraisal of the feasibility study report to adjust the program and submit it to the Prime Minister for consideration and decision to adjust the program.
Request the agency assigned to prepare the program adjustment feasibility study report to provide documents and information related to the program to serve the appraisal work; When necessary, request amendments and supplements to documents to meet appraisal requirements.
The State Appraisal Council is responsible for reviewing and deciding on the appraisal plan and other related issues during the appraisal process of the Program Adjustment Feasibility Study Report.
The State Appraisal Council works on a collective basis under the direction of the Council Chairman. A meeting of the State Appraisal Council is considered valid when at least 50% of the members attend (including authorized persons).
The concluding opinions are agreed upon according to the majority rule. In case the voting ratio is 50/50 on the number of Council members (including the number present at the meeting and the number of written votes sent to the Council), the issue is approved according to the voted opinion. of the Chairman of the Council.
The final conclusion through the appraisal contents of the Program Adjustment Feasibility Study Report submitted to the Prime Minister must be approved by at least 2/3 of the members of the State Appraisal Council.
Opinions of members of the State Appraisal Council are made by voting at the meeting or in writing sent to the State Appraisal Council.
