At the meeting, after listening to the report of the National Assembly delegation of Yen Bai province about the results of the 8th session and the resolution of voters' recommendations from the previous contact, people expressed their excitement and agreement to the urgent, drastic and highly responsible decisions of the Central.
Regarding administrative procedures in the land sector, voters requested that competent authorities promptly issue and complete a policy system in accordance with the two-level government organization model. This is to ensure consistency, synchronization and facilitate people and businesses in the process of implementing procedures related to land.
Regarding personnel work, voters recommended arranging a team with appropriate capacity, qualifications and conditions to effectively implement the two-level government organization model, especially in newly established or rearranged administrative units.

Regarding urban management, voters proposed to establish specialized urban service teams in the locality to improve the effectiveness of urban order management, traffic corridors, environmental sanitation, contributing to building a civilized, clean and beautiful urban face...
After listening to the opinions expressed by voters, Minister Do Duc Duy acknowledged and highly appreciated the sense of responsibility and enthusiasm of voters; at the same time, he expressed his emotion at the people's agreement and support for the country's development guidelines and policies.
Regarding the organization of two-level government and the arrangement of cadastral records and land use right certificates after administrative reorganization, the Minister of Agriculture and Environment said: On April 10, 2025, the ministry issued Document No. 911 guiding the arrangement of records, land databases, handover and storage of records between levels, ensuring no procedures for people and businesses.
The adjustment will be carried out simultaneously with administrative procedures related to land. After the arrangement, it is not mandatory to simultaneously adjust the issued certificates, unless the land user has a need or performs procedures such as separation and transfer. The old documents are still legally valid.

Regarding planning and land use plans, approved plans will continue to be implemented until the end of the term or with additional adjustments. If according to the current planning, family land is residential land, then people can build and live normally.
For the policy of consolidating the two provinces of Yen Bai and Lao Cai, the former provincial planning still takes effect until the new provincial planning is established and replaced. Regarding administrative procedures, especially in the field of land, Minister Do Duc Duy information, the Government requested an average reduction of 30% of the time to settle administrative procedures. For example, the grant of land book is currently 45 days, will be withdrawn to about 30 days.
We will continue to review, simplify procedures, and announce them promptly so that localities can implement them effectively and serve them better to ensure all rights for voters, people and businesses, the minister emphasized.
