Deputy Prime Minister Le Thanh Long signed Decision No. 1355/QD-TTg to establish a State Appraisal Council to organize the appraisal of the Feasibility Study Report of the National Target Program on Drug Prevention and Control until 2030.
Accordingly, the Chairman of the Council is Minister of Finance Nguyen Van Thang.
The Ministry of Finance is the standing agency of the State Appraisal Council.
The State Appraisal Council established an interdisciplinary Appraisal Expert Group to assist the Council in carrying out appraisal work.
The State Appraisal Council has the following duties and powers: Organize the appraisal of the Program Feasibility Study Report, submit it to the Prime Minister for consideration and investment decision; request the assigned agency to prepare the Program Feasibility Study Report to provide documents and information related to the Program to serve the appraisal work; when necessary, request to amend and supplement the dossier to meet appraisal requirements.
The State Appraisal Council reviews and decides on the appraisal plan and other related issues during the appraisal of the Program Feasibility Study Report.
The State Appraisal Council operates under a collective regime under the direction of the Chairman of the Council.
The standing agency of the State Appraisal Council is responsible for mobilizing the apparatus to assist the Chairman of the Council in organizing the appraisal of the Program Feasibility Study Report and the general activities of the Council; coordinating with agencies and interdisciplinary appraisal expert groups to carry out appraisal work.
Receive and check the Program Feasibility Study Report, send the Program file to the Council members, prepare and submit the Program Feasibility Study Report appraisal plan; prepare programs, contents, expected conclusions...
