The goal of the plan is to combine the rotation of cadres and the addition of forces to localities and units that are facing difficulties; overcome the situation of excess, places, locally, local and closed; At the same time, contributing to the implementation of the policy of arranging key leaderships is not local.
Cadres sent to work at the grassroots level must be people in the planning area, have political courage, moral qualities, professional qualifications, capacity and development prospects.
The plan pays special attention to selecting young cadres, female cadres and cadres of ethnic minorities with outstanding abilities and a high sense of responsibility.
The sending of staff to work at the grassroots level will be implemented step by step, with a specific plan, ensuring strictness, democracy, objectivity, compliance with procedures and regulations.
The goal is not to disrupt the current cadre apparatus, not to affect the implementation of political tasks of agencies, units and localities.
The subjects of application are leaders and managers at city-level agencies, organizations and units, included in the planning and have completed the reorganization of the apparatus and administrative units; cadres who need to practice and accumulate experience from grassroots practice; or cadres who need to strengthen supervision, guidance and support of practical work at the grassroots level.
The city-level agencies, organizations and units will send about 5% of their staff to work at the grassroots level. The working period is at least 36 months; special cases will be considered and decided by competent authorities.
The officers sent will enjoy full benefits and policies according to the provisions of Decree No. 178/2024/ND-CP dated December 31, 2024 of the Government and other relevant regulations.
