Chairman of Can Tho People's Committee Truong Canh Tuyen has just sent an official dispatch to Chairmen of District People's Committees on the orientation for developing a Plan to arrange and assign cadres, civil servants, public employees and workers to the government sector after the arrangement and reorganization of commune-level administrative units.

Accordingly, in terms of principles and requirements, the arrangement, assignment and assignment of cadres, civil servants, and public employees (collectively referred to as cadres) of communes and wards after the merger and consolidation on the basis of ensuring the comprehensive leadership of the Standing Committee of the City Party Committee.

The number of civil servants, public employees, and workers arranged in new communes and wards must be consistent with the area, population, number of administrative procedures, etc.

Along with that, 100% of the current district and county positions will be transferred to arrange for commune and ward positions (excluding district and county inspection positions); in which, the current team of district and county leaders and managers will be arranged as the core in the new commune and ward units.

In the immediate future, Can Tho will keep the current number of staff of districts, communes, wards and towns to arrange work in the new communes and wards and carry out the review and streamlining of staff in conjunction with restructuring, improving the quality of staff to meet requirements and tasks, ensuring that within the 5-year period the number of staff is basically implemented in accordance with regulations.

Regarding the orientation for arranging and assigning personnel at the commune level, the document of the Chairman of the People's Committee of Can Tho City also sets out the standards for positions, titles and job positions.

For the positions of Chairman and Vice Chairman of the People's Committee, the implementation will be according to Conclusion No. 297-KL/TU dated April 26, 2025 of the Standing Committee of the City Party Committee.

For the positions of Head of Department, Deputy Head of Department and equivalent; Head and deputy head of public service unit, Can Tho, implement according to Decree No. 29/2024/ND-CP dated March 6, 2024 of the Government; Decision No. 20/2025/QD-UBND dated May 7, 2025 of the City People's Committee.

For civil servants and public employees with professional expertise, the city applies training standards according to job position requirements for civil servants and public employees at district level and above that have been approved by competent authorities.

Regarding the regime and policies, district and commune-level cadres, when assigned to leadership and management positions at new commune-level administrative units, will continue to hold the current leadership position allowance for a period of 6 months from the date of the decision, then implement according to the new regulations of the Government.

In case civil servants, professional and technical staff are appointed to leadership and management positions at the new commune-level administrative unit, the leadership position allowance level has not been temporarily applied and will be implemented when there are regulations by the Government on the leadership and management position allowance coefficient.

The implementation process continues to closely follow the Central's instructions and orientations in arranging, arranging, assigning work and implementing regimes and policies for cadres, civil servants, public employees and workers.
