Attending and directing the Congress was Mr. Pham Huy Giang, Standing Member of the Central Emulation and Reward Council, Head of the Central Emulation and Reward Committee.

In his opening speech, Mr. Tran Van Lau, Deputy Secretary of the City Party Committee, Chairman of the People's Committee, Chairman of the Emulation and Reward Council of Can Tho City, said that over the past 5 years, the Party Committee and government of the city have implemented many patriotic emulation movements, creating positive changes in the awareness and actions of cadres, soldiers and people.
The city has more than 1,000 collectives receiving the Emulation Flag, nearly 7,000 collectives achieving Outstanding Labor, nearly 1,000 individuals achieving Emulation Fighters, more than 51,000 individuals receiving Certificates of Merit from the City People's Committee; State level has 104 collectives receiving Emulation Flags from the Government, more than 3,100 individuals being commended by the Prime Minister, and many noble Medals.
Mr. Lau emphasized that emulation movements have promoted the combined strength of the political system, contributing to the successful implementation of the socio-economic development, national defense and security goals for the period 2020-2025, while creating motivation for advanced models to continue to promote their core role.

In his speech, Mr. Pham Huy Giang suggested that the city continue to improve its leadership and governance capacity, promote human resources, play a central role, and be a driving force for regional development; focus on infrastructure, environment, culture, education, health, science - technology, and building a clean and strong political system. Emulation and reward work needs to be innovative, close to reality, timely, fair, focusing on workers directly at the grassroots level.

On this occasion, the Chairman of the People's Committee of Can Tho City presented Emulation Flags to 11 collectives, and Certificates of Merit to 12 collectives and 45 individuals with outstanding achievements in the emulation movement in the period of 2020 - 2025, and launched the emulation movement in the period of 2025 - 2030.

Over the past 5 years, the patriotic emulation movement in Can Tho City has increasingly gone into depth and spread widely. To date, the city has 55/72 communes meeting new rural standards, of which 13 communes have met advanced standards and 2 are model communes. The OCOP program achieved outstanding results with 895 products, including 4 5-star products, 242 4-star products and 649 3-star products.
The movement "For the poor - No one is left behind" has achieved practical results, contributing to reducing the poverty rate to 0.63% by 2025, exceeding the plan. The city has supported the construction and repair of 1,425 Great Solidarity houses and more than 13,000 houses for poor, near-poor and disadvantaged households.
Many key projects are being implemented such as the Western Ring Road of Can Tho City, the Lo Te - Rach Soi route, National Highway 80, and the East-West economic axis of Soc Trang. The movements "Offic Culture", "Building a learning society", "500 days and nights to complete 3,000km of highway" all achieved high results.
The city's economy continues to flourish with more than 13,000 newly established enterprises (total capital of VND 102,500 billion), currently there are about 20,500 private enterprises in operation, contributing nearly 70% of GRDP. Regarding investment attraction, the city has licensed 168 domestic projects (108,300 billion VND) and 41 FDI projects (2.53 billion USD).
