On May 28, the Vietnam General Confederation of Labor issued Official Letter No. 4173/TLD- ToC on the arrangement of trade union organizations according to Conclusion No. 157-KL/TW dated May 25, 2025 of the Politburo to trade unions of provinces and centrally run cities; central and equivalent industry unions, and general corporation unions under the General Confederation.
According to the document, the Presidium of the Vietnam General Confederation of Labor provided guidance on trade union officials and personnel policies.
Accordingly, for provincial and centrally-run city labor federations: Specialized union officials working at district-level labor federations, local industry unions, industrial park unions, party trade unions, provincial authorities, units synthesizing and proposing to the provincial and municipal Party Committees to consider transferring work to provincial-level labor federations for management and assigning appropriate tasks or transferring to commune-level committees to propose appropriate work arrangement.
Specialized trade union officials who wish to apply for early retirement or resignation when implementing the arrangement and streamlining of the apparatus will be considered and resolved in accordance with regulations. full-time union officials are arranged according to the plan of the local Party Committee, and are entitled to the regime according to regulations.
Those who wish to transfer to another industry should create all favorable conditions to be carried out according to their wishes.
For central and equivalent industry trade unions, economic group trade unions, corporations under the General Confederation, the Presidium of the Vietnam General Confederation of Labor directs units to synthesize the number of full-time trade union officials at all levels, including: (i) expected number of people transferred to central and equivalent industry trade unions, general trade unions under the General Confederation to continue working arrangement, (ii) number of people with applications for retirement, termination of employment, or transfer to other work as desired, (iii) propose a plan for job placement, resolve personnel policies, report to the Presidium of the General Confederation for consideration and direction.
Specialized union officials who are not on the payroll of civil servants should proactively coordinate with employers of the unit or enterprise to propose to the central Party Committee of the ministry or branch to arrange appropriate work.
The document also clearly stated that the finances and assets of trade unions for units subject to arrangement and dissolution shall comply with the specific documents and instructions of the General Confederation.
Official Dispatch No. 4173/TLD- ToC replaces Official Dispatch No. 4092/TLD-ToC dated May 18, 2025 and Official Dispatch No. 4133/TLD-ToC dated May 23, 2025 of the Presidium of the General Confederation.
