On August 18, at the Government Headquarters, Politburo Member, Prime Minister Le Minh Hung chaired the thematic Government meeting on law-making in August 2026 to give opinions on draft laws and resolutions expected to be submitted to the National Assembly for consideration and approval at the 2nd Session.
According to the Government Authority of Information and Communications, at the meeting, the Prime Minister gave opinions on some specific contents in the projects for ministers and heads of sectors to receive and complete.
With the Law amending and supplementing a number of articles of the Law on Non-Agricultural Land Use Tax and the Law on Corporate Income Tax, the Prime Minister requested that for issues directly related to the financial obligations of organizations and individuals, it is necessary to fully assess the impact, clearly, transparently and feasibly stipulate; study regulations on preferential taxes suitable for businesses providing school meals. Tax mechanisms and policies must be simple and easy to apply.
Regarding the Law amending and supplementing a number of articles of the Natural Resources Tax Law, the Prime Minister emphasized the requirement to review the amended regulations on taxable objects, taxable output, taxable price, and natural resource tax rates to ensure transparency, feasibility, and efficiency; promote decentralization and delegation of power, reduce administrative procedures, and improve the management of state agencies for natural resources and minerals.

With the Law amending and supplementing a number of articles of the Securities Law, the Prime Minister requested to continue reviewing regulations on cutting and simplifying administrative procedures, creating favorable conditions for businesses and investors; reviewing regulations to develop a safe and transparent stock market, becoming an effective capital mobilization channel for the economy.
Regarding the Law amending and supplementing a number of articles of the Accounting Law and the Law on Independent Auditing, the Prime Minister clearly stated that it is necessary to ensure synchronization with relevant laws; ensure that regulations are transparent, feasible, and improve the effectiveness and efficiency of state management and financial discipline.
Regarding the Law amending and supplementing a number of articles of the Law on Management and Use of Weapons, Explosives and Supporting Tools and the Law on Fire Prevention and Fighting and Rescue, the Prime Minister emphasized the need to overcome inadequacies in practice, ensure social order and safety; noting to continue reviewing regulations, procedures, standards, regulations, and conditions on fire prevention and fighting, ensuring control but simplifying administrative procedures for people and businesses.
Regarding the Law amending and supplementing a number of articles of the Law on Social Insurance (BHXH), the Prime Minister requested to review the amended regulations on insurance participants in order to continue to expand subjects, in accordance with international practices and development trends; ensure clear, stable, feasible, and favorable policies for employees, employers and enforcement agencies.
Thoroughly review regulations on the Social Insurance Management Council, study and improve regulations to ensure safety and maximize the effectiveness of the Social Insurance Fund, ensuring publicity and transparency.
Regarding the Law amending and supplementing a number of articles of the Electricity Law, the Prime Minister noted that the law needs to clarify the principles to handle a number of issues that investors are very concerned about related to capacity depletion, electricity purchase price, electricity purchase units; and at the same time noted the responsibility of the Ministry of Industry and Trade in ensuring the progress of implementing electricity projects according to the plan.
Regarding the Law amending and supplementing a number of laws in the field of health, the Prime Minister requested to review regulations to cut intermediary costs so that drugs and medical equipment reach patients at the lowest cost.
Regarding the general review of the legal system, ministries and sectors urgently carry out a general review; proactively identify and handle contradictory, overlapping, and inadequate regulations; in which, especially review regulations related to the Land Law that will be amended and supplemented in the near future, ensuring compliance with the Central Government's viewpoints and directions.
