Law on Social Insurance and 16 draft laws and resolutions must be completed before August 20

The Prime Minister issued a list of 17 draft laws and resolutions that must be completed before August 20, 2026, including the Law amending and supplementing a number of articles of the Law on Social Insurance.

On August 12, the Government Office said that to prepare for the second session of the 16th National Assembly, the Prime Minister requested ministries and ministerial-level agencies to urgently complete the dossiers and documents of 17 draft laws and resolutions to ensure quality and complete them on schedule before August 20, 2026 to send to the National Assembly Standing Committee.

List of 17 draft laws and resolutions to be completed before August 20, 2026 includes:

1. Law amending and supplementing a number of articles of the Electricity Law (Ministry of Industry and Trade prepares);

2. Law on Transactions of Derivatives (prepared by the Ministry of Industry and Trade);

3. Law on Food Safety (amended) (Prepared by the Ministry of Health);

4. Law amending and supplementing a number of articles of the Labor Code, Law on Archives, Law on Gender Equality and Law on Red Cross Activities (prepared by the Ministry of Home Affairs).

5. Law on Occupational Safety and Health (amended) (Ministry of Home Affairs prepares).

6. Law on Protection of Important Works Related to National Security (Prepared by the Ministry of Public Security).

7. Data Security Law (Prepared by the Ministry of Public Security).

8. Law amending and supplementing a number of articles of the Law on Management and Use of Weapons, Explosives and Supporting Tools; Law on Fire Prevention, Fighting and Rescue (Prepared by the Ministry of Public Security).

9. Resolution of the National Assembly on specific mechanisms and policies to handle violations of laws related to foreign-invested economy (Prepared by the Ministry of Public Security).

10. Law amending and supplementing a number of laws in the field of health (Ministry of Health prepares).

11. Law amending and supplementing a number of articles of the Law on Non-Agricultural Land Use Tax and the Law on Corporate Income Tax (prepared by the Ministry of Finance).

12. Law on Purchasing and requisitioning (amended) (Ministry of Finance prepares).

13. Law amending and supplementing a number of articles of the Securities Law (Ministry of Finance prepares).

14. Law amending and supplementing a number of articles of the Accounting Law, Law on Independent Auditing (prepared by the Ministry of Finance).

15. Law amending and supplementing a number of articles of the Law on Natural Resources Tax (Ministry of Finance prepares).

16. Investment Law and related laws (Ministry of Finance prepares).

17. Law amending and supplementing a number of articles of the Law on Social Insurance (Ministry of Home Affairs prepares).

The above draft laws and resolutions will be discussed and commented on by the Government at the thematic Government Meeting on law-making in August 2026 (First Session) on August 18, 2026.

The Prime Minister requests Ministers of Ministries and Heads of ministerial-level agencies to base on the work program of the Government and the National Assembly Standing Committee to direct the urgent completion of dossiers, documents, and submissions of the Government for the above 17 draft laws and resolutions, ensuring quality and sending them on time.
