The Prime Minister has just issued Directive No. 32/CT-TTg dated September 4, 2024 on promoting the implementation of Resolution No. 175/NQ-CP of the Government approving the National Data Center Project.
Pursuant to the Prime Minister's directive, the Ministry of Public Security shall preside over and develop: the Data Law, propose to competent authorities to submit to the National Assembly for consideration and comments at the 8th Session (October 2024) and approval at the 9th Session (May 2025); the Prime Minister's Decision on Data Strategy at the National Data Center, to be completed in September 2024; promulgate the National Technical Regulation on the structure of data messages exchanged with the National Data Synthesis Database, to be completed in September 2024.
The Ministry of Information and Communications completes and submits to the Government for promulgation a Decree regulating shared databases; submits to the Prime Minister for promulgation a Decision approving the list of national databases, with completion date in September 2024.
At the same time, develop and promulgate regulations on standards and norms of Data Centers (National Data Centers, Regional Data Centers, Industry Data Centers) to serve the operation of National Data Centers, with completion time in 2024;
Research and advise on amending the e-Government Architecture Framework 3.0 to consider adding a data sharing and coordination platform of the National Data Center according to the provisions of law, to be completed in September 2024.
Preside over and coordinate with the Ministry of Natural Resources and Environment, Ministry of Construction, Ministry of Public Security, Ministry of Science and Technology and relevant units to develop and promulgate national digital address standards, to be completed in the third quarter of 2024.
The Prime Minister requested ministries and agencies that have agreed on a plan to transfer information system infrastructure to the National Data Center but have not yet issued a plan to transfer infrastructure to the National Data Center to preside over and coordinate with the Ministry of Public Security and relevant units to develop a plan and list information resources of the systems expected to be moved, to be completed by September 2024.
Implement the migration of information technology systems to the National Data Center according to the roadmap agreed with the Ministry of Public Security, starting from the second quarter of 2025.
The Ministry of Natural Resources and Environment builds a national database on land to ensure synchronization with the National Data Center.
Vietnam Social Security builds a national database on Insurance to ensure synchronization with the National Data Center.
The Ministry of Public Security completes the model and organizational structure of the unit managing and operating the National Data Center; promotes training and recruitment to be proactive in the management and operation of systems; focuses on hiring outside experts and personnel to serve production, research and development of applications according to the law.
The Ministry of Home Affairs advises on perfecting mechanisms and policies in attracting and employing talents and high-quality human resources to serve high-tech development in general and the team of administrators and operators of the National Data Center in particular.
The Prime Minister requested the Ministry of Public Security to preside over and coordinate with the Government Office to accelerate the construction progress of the National Data Center, ensuring the goal of putting it into use and exploitation in the fourth quarter of 2025.
