On the morning of November 12, Minister of Health Dao Hong Lan had an additional 25 minutes to answer questions from National Assembly deputies on a group of issues in the health sector.
At the end of the question and answer session on the afternoon of November 11, 8 National Assembly delegates questioned the commander of the health sector.
Delegate Trang A Duong (Ha Giang Delegation) said that recently, there has been a challenge to state management agencies in the health sector, especially in large provinces and cities.
Accordingly, after being administratively sanctioned, fined, and temporarily suspended from operations for 3-4 months, companies, investors, and private clinics announced the dissolution of their clinics.
However, soon after, a new company was established and asked for permission to invest in reopening another clinic with the same management and medical staff as the previous clinic.
The company even operates at that location under a completely different and new name. This delegate asked the minister about solutions to end the above situation.
Responding to this issue, the minister said that according to the provisions of the Law on Medical Examination and Treatment, each medical examination and treatment facility is granted a single license. This is the basis for practicing and meeting conditions such as facilities, equipment, and human resources.
Regarding human resources, medical examination and treatment facilities are required to have full-time employees, and practitioners must be registered to practice. When registering, they must meet the condition that they cannot practice at 2 facilities within a certain period of time.
Therefore, according to Minister Dao Hong Lan, a person who works full-time at a medical facility that is temporarily suspended cannot immediately work for another mandatory facility.
The delegate's reflection is also a reality. The Ministry of Health sees this as in the process of implementing the provisions of the Law on Medical Examination and Treatment, especially violations, to avoid abuse and exploitation for tighter control.
