During the questioning session with the Minister of Health on the afternoon of November 11, delegate Pham Van Hoa (Dong Thap delegation) stated the reality that recently, private medical facilities, clinics, and practices with foreign elements... have hung signs offering treatment for many types of diseases, cosmetic surgery, beauty treatments... Among them, many are fake doctors, without a medical degree, advertising to treat one disease but another, patients do not know what to expect.
Delegates asked questions and asked the minister to explain the cause, how the licensing was done, and solutions.
Responding to this content, Minister of Health Dao Hong Lan said that, in principle, the Law on Medical Examination and Treatment has many regulations related to prohibitions in the practice of medical staff.
However, the Minister admitted that there were also cases of disguise. Regarding licensing, the Minister said that the Ministry of Health grants operating licenses to medical facilities under its management and will now grant licenses to private hospitals. From January 1, 2027, the licensing section for private hospitals will be included in the Law on Medical Examination and Treatment (amended), and handed over to the Department of Health for licensing; the Ministry of Public Security and the Ministry of National Defense will grant licenses to affiliated units. Localities will manage and grant licenses for the remaining types.
"Therefore, when incidents occur in the area, I hope local authorities, especially the health sector, will intervene to detect violations related to this field," said the Minister.
According to the Minister, in the past, along Giai Phong Street (Hanoi City), there were many clinics with foreign elements. Up to now, the wards have been very determined in reviewing and correcting illegal activities, so the violations have decreased significantly.
"During the implementation process, if any violations are discovered, they will be strictly handled according to the provisions of the law," the Minister affirmed.
The Minister also requested localities to strengthen inspection, examination and supervision of the activities of medical clinics and facilities under their authority.
Referring to the difficulties in localities where the management team is very thin, the Minister said that in many localities, including pharmaceutical management, drug stores, and clinics, there is only one room with a few people.
“These are difficulties that have existed for a long time. I hope that localities will increase their forces for the management of medical practice in the area so that facilities can operate in accordance with regulations,” said the Minister.
