On March 7, the Standing Committee of the Committee for Culture and Society held an expert consultation on the draft Law on Teachers. Vice Chairwoman of the Committee Nguyen Thi Mai Hoa chaired the seminar.
The content that attracts much attention is the draft Law stipulating clarification of the orientation of giving the education sector the initiative in recruiting and using teachers; stipulating that teacher recruitment must ensure pedagogical practice to select people with sufficient capacity associated with teacher professional standards, meeting the professional activities of teachers according to each level of education and training level.
Policies on mobilization, secondment, transfer, inter-school and inter-level teaching for teachers in public educational institutions are fully regulated, as a basis for arranging and assigning teachers in accordance with the characteristics of professional activities and the requirements of the education sector.
The teacher salary policy is arranged with priority. In which, the basic salary according to the teacher salary table is ranked highest in the administrative career salary scale system; teachers are entitled to preferential allowances and other allowances depending on the nature of the work, by region according to the provisions of law.
Through discussion, delegates said that the draft Law on Teachers was carefully prepared, mentioning many issues.
However, delegates said that the draft Law needs to have regulations on protecting the honor, dignity, and legitimate rights of teachers against violations; and a mechanism to support teachers in special conditions.
Prof. Dr. Phan Trung Ly - former Chairman of the National Assembly's Law Committee - said that the scope of regulation of the draft Law should be adjusted in the direction of regulating the position and role of teachers; professional activities, rights and obligations of teachers; standards, titles, and professional standards for teachers; recruitment and use of teachers; salary policy for teachers, treatment and protection of teachers; training, fostering and international cooperation for teachers...
Thus, it will ensure more fully, demonstrating the rights and obligations of teachers and the responsibility of the State and society towards teachers.

Vice Chairwoman of the Committee for Culture and Society Nguyen Thi Mai Hoa emphasized that the draft Law on Teachers is an important draft Law, which is receiving special attention from the public.
Therefore, the careful comments and responsibilities of the delegates at the seminar will be useful information and basis for the Committee to continue researching, synthesizing, and perfecting the draft Law on Teachers, in the spirit of including what is clear and mature in the law; new policies that have not been assessed for impact will continue to be studied.
The Standing Committee of the Committee on Culture and Society will coordinate with the Standing Committee of the Committee on Law and Justice to continue to carefully review, ensuring the consistency and unity of the legal system, said Ms. Nguyen Thi Mai Hoa.
