On June 24, speaking with a reporter from Lao Dong Newspaper, a representative of the Urban Management Department of Vinh City (Nghe An) said that they are continuing to review and verify the content of the complaint of Kim Thi Real Estate Joint Stock Company regarding the decision to administratively fine VND 130 million.
"We are urgently working and trying to get results as soon as possible to advise the leaders of the City People's Committee to respond to the complaint of the enterprise" - said a representative of the Vinh City Urban Management Department.
Previously, Kim Thi Company filed a complaint against Decision No. 360/QD-XPVPHC issued by Vinh City People's Committee on May 22, 2025. The company was fined VND 130 million for the reason of "construction without a construction permit" when renovating and repairing the roof of CT1 building, Kim Thi apartment building to use as an office.
The company said it had sent a written notice to the building management board before construction and confirmed that the project was exempted from a construction permit.


On June 18, 2025, the Department of Construction of Nghe An province issued document No. 4109 confirming that the above repair and renovation is "incidentally exempted from a construction permit" according to the law. The project does not change function, does not affect the load-bearing structure, is in accordance with planning and is not adjacent to urban roads.
In addition, the business representative also mentioned the inadequacy of administrative sanctions procedures when Vinh City People's Committee issued a decision just 2 days after drawing up a violation record (May 20). According to the Law on Handling of Administrative Violations, individuals and organizations have 5 working days to send explanatory documents from the date of recording the violation.
Therefore, Kim Thi Company believes that the penalty is unfounded, affecting the rights and reputation of the business, and at the same time proposed to revoke the penalty decision, publicly apologize and compensate for damages.
Also according to the case file, there were 2 administrative violation records made by the Vinh City Urban Order Management Team within more than a week, with inconsistent violation content: the record dated May 12 stated "illegal construction", while the record dated May 20 stated "no license".
The representative of Kim Thi Company expressed concern and confusion about the change in the violating content within just a few days, even though the project has not changed its status.
