No increase in public sector salaries, pensions, and benefits in 2025

The National Assembly decided not to increase public sector salaries, pensions, social insurance benefits, monthly allowances, and preferential allowances for meritorious people in 2025.

On the afternoon of November 30, Secretary General of the National Assembly and Head of the National Assembly Office Le Quang Tung chaired a press conference to announce the results of the 8th Session of the 15th National Assembly.

At the press conference, Mr. Nguyen Truong Giang, Deputy Secretary General of the National Assembly, Deputy Chairman of the National Assembly Law Committee, said that after 29.5 working days, the 8th Session had completed the entire proposed program with the review of 51 contents and groups of contents.

After careful consideration, the National Assembly passed 18 laws and 21 resolutions, and gave initial comments on 10 other draft laws; reviewed and decided on personnel matters within its authority. The National Assembly reviewed and decided on the socio-economic development plan, state budget estimates, etc.

Regarding personnel work, the National Assembly considered and decided to elect Mr. Luong Cuong as President of the Socialist Republic of Vietnam for the 2021-2026 term.

The National Assembly also dismissed Mr. Bui Van Cuong, a member of the National Assembly Delegation of Hai Duong province, from the position of member of the Standing Committee of the 15th National Assembly, Secretary General of the National Assembly, and removed him from the position of deputy of the 15th National Assembly.

Electing Mr. Le Quang Tung as a member of the Standing Committee of the 15th National Assembly and General Secretary of the National Assembly; approving the proposal to dismiss Mr. Ho Duc Phoc as Minister of Finance for the 2021-2026 term and Mr. Nguyen Van Thang as Minister of Transport for the 2021-2026 term.

The National Assembly approved the proposal to appoint Mr. Nguyen Van Thang as Minister of Finance for the 2021-2026 term, Mr. Tran Hong Minh as Minister of Transport for the 2021-2026 term, and approved the proposal to appoint Mr. Nguyen Quoc Doan and Mr. Le Tien as Judges of the Supreme People's Court.

According to the Deputy Secretary General of the National Assembly, personnel work was carried out carefully and closely, following the leadership and direction of the Party Central Committee and the Politburo, ensuring compliance with Party procedures and regulations and State laws, achieving a very high level of consensus among National Assembly deputies.

After being elected by the National Assembly, President Luong Cuong took the oath and delivered his inaugural speech according to the provisions of the Constitution.

The National Assembly reviewed and discussed reports on the results of the implementation of the socio-economic development plan and the implementation of the state budget in 2024, highly appreciating the direction, administration and implementation of the Government, Prime Minister, ministries, branches and localities.

The National Assembly commended the efforts of the business community and people of all walks of life in basically completing the socio-economic development tasks in 2024; expected to achieve and exceed 14/15 main targets set out in Resolution No. 103/2023/QH15 of the National Assembly.

In Resolution No. 159/2024/QH15 on the state budget estimate for 2025: The National Assembly approved the state budget estimate for 2025 with state budget revenue of VND 1,966,839 billion; total state budget expenditure of VND 2,548,958 billion.

The state budget deficit is 471,500 billion VND (equivalent to 3.8% of GDP); the total state budget loan is 835,965 billion VND.

At the same time, the National Assembly decided not to increase public sector salaries, pensions, social insurance benefits, monthly allowances, and preferential allowances for people with meritorious services in 2025.

Allow the use of the source of 5% reduction and savings of regular expenditure in 2024 of the central budget and local budget to support the elimination of temporary and dilapidated houses for poor and near-poor households and support other localities to carry out this task in case the locality does not use up the source; carry over the unused funds to 2025.
