Minister of Construction Tran Hong Minh signed Decision No. 08/QD-BXD on the functions, tasks, powers and organizational structure of the Vietnam Maritime and Waterway Administration. The decision takes effect from March 10, 2025.
Location and function
The Vietnam Maritime and Waterways Administration is an organization under the Ministry of Construction, performing the function of advising, assisting the Minister of Construction (hereinafter referred to as the Minister) in state management and organizing the implementation of specialized laws on maritime and inland waterway traffic nationwide.
The Vietnam Maritime and Waterway Administration has legal status, has the national emblem's seal, is opened an account at the State Treasury and is headquartered in Hanoi city.
The Vietnam Maritime and Waterways Administration has the transaction name in English: VIETNAM MARITIME WATERWAY ADMINISTRATION, abbreviated as VimaWA.

Some key tasks of the Vietnam Maritime and Waterway Administration are as follows:
Management and development of the maritime and inland waterway system. Develop long-term, medium-term and annual strategies, plans, and plans for the maritime and waterway sectors.
Propose and implement projects to develop maritime infrastructure and inland waterway transport. Issuing standards, regulations and supervising law enforcement. Inspecting, inspecting and supervising the implementation of legal regulations for maritime and waterway activities.
Organize the management, maintenance and supervision of the maritime and inland waterway infrastructure system. Submit to the Ministry of Construction for approval the plan to build, maintain and upgrade seaports and inland waterway wharves. Develop a plan to ensure safety for ships and inland waterway vehicles. Direct the Maritime Search and Rescue Coordination Center to carry out its tasks. Develop and implement measures to prevent maritime accidents.
Organize the investigation and handling of maritime and waterway accidents. Coordinate with international organizations such as IMO to ensure compliance with international maritime standards.
Training and fostering human resources in the maritime and waterway sectors. Supervise the issuance of professional certificates for maritime and inland waterways.
Representatives of the Ministry of Construction participate in domestic and foreign maritime organizations and associations. Coordinate with competent authorities to implement administrative reform work. Manage maritime and waterway toll and fee collection sources according to legal regulations.
