On the afternoon of October 28, the National Assembly continued to discuss the issue of real estate market management.
Speaking at the discussion session, Deputy Prime Minister Tran Hong Ha expressed his agreement with current problems such as the management of the real estate market in general and social housing in particular, which is causing an imbalance in supply and demand.
"Somewhere social housing is still too low, but there are places where houses have been built but are not used. There are places where apartment buildings and resettlement houses are currently being wasted and not used, such as in Hanoi and Ho Chi Minh City," said Deputy Prime Minister of the Government.
Deputy Prime Minister of the Government said that in the coming time, it is necessary to complete the investigation, assessment, and review of housing needs and target groups, not only social housing but also higher segments, to aim for the stated goals.
Referring to the situation of "inflating" real estate prices, the Deputy Prime Minister of the Government stated that there are many reasons, one of which is violating market rules.
"The demand is high, thousands of people participate in the auction, lining up day and night, but only a few hundred plots of land are offered, while we have thousands of plots of land.
We are invisibly distorting the market, shown through the lack of transparency between supply and demand, that's all people worry about," said Deputy Prime Minister of the Government.
The Government leader cited the auction in Quoc Oai (Hanoi), where the type of land put up for auction was land divided into lots and sold as plots. The Deputy Prime Minister of the Government emphasized that if detailed planning and synchronous infrastructure are not included, but only divided into lots and sold, it will become a channel for people to invest money. This is unreasonable.
Regarding solutions for the real estate market in the coming time, Deputy Prime Minister of the Government said that the Ministry of Construction is building a real estate database to regulate the market through data and evaluate indicators.
When prices exceed the market threshold, the management agency will make an assessment and propose regulatory solutions (for example, increasing supply, reducing demand, etc.). In addition to administrative measures, if necessary, criminal measures can also be considered in cases of intentionality.
The Deputy Prime Minister of the Government also mentioned Directive No. 34-CT/TW dated May 24, 2024 of the Secretariat on strengthening the Party's leadership in social housing development in the new situation.
The government is resolutely implementing a campaign to ensure that by 2025, people with revolutionary contributions, the poor, those in remote areas, those affected by natural disasters, and those with temporary or leaky houses will all be provided with housing.
Along with that is the mechanism to resolve problems with projects. The resolution is carried out on the basis of ensuring the harmony of interests between the people and the State.
At the same time, the Government also directed the review of the entire resettlement housing fund to convert to social housing; research and popularize administrative procedure reform in the direction of many sets of procedures in one set of procedures, in order to shorten the implementation time.
Deputy Prime Minister of the Government stated that we will manage social housing through maximum profit management, while cutting down on administrative procedures, not collecting land fees... Social housing prices must not increase to ensure benefits for workers.
