On the afternoon of September 30, the National Assembly Delegation Conference (NAD) discussed the draft Law amending and supplementing a number of articles of 10 laws related to security and order.
Delegate Nguyen Van Canh (National Assembly Delegation of Gia Lai Province) commented on the content of amending and supplementing a number of articles of the Law on Road Traffic Order and Safety.
According to this delegate, there have been disputes over parking in front of people's houses for a long time, many cases of vehicles being dirty, damaged, drivers and homeowners having conflicts and collisions.
Therefore, according to delegate Canh, people have the right to request space in front of their house for convenient travel. Meanwhile, drivers also have the right to park in areas that are not prohibited. Therefore, these two rights need to be clarified in the Law.
From the above analysis, delegate Nguyen Van Canh proposed to add the content of the ban on "obstructing people and vehicles from stopping and parking in the right place". In addition, it also added the content of protecting people's right to enter and exit, which is not to "interfer with people's vehicles entering and leaving the place".
In addition, how should state agencies organize parking so that these two rights are not violated or to harmoniously handle the rights of people and vehicle owners?

According to delegate Canh, currently cars are parked in front of people's houses, causing difficulties for people to travel and do business. This delegate suggested that competent authorities guide localities on how to park in front of people's houses on roads where parking is not prohibited.
Accordingly, the delegate proposed that in areas with narrow sidewalks, cars should be parked between the two houses, leaving an empty path onto the sidewalk between cars.
In case there is not enough space, arrange a car parking lot/location between the next 2 houses. In areas with wide sidewalks, there is enough space for motorbikes and pedestrian crossings, cars are parked continuously, with the entrances and exits on the sidewalk being at most every 20m apart.
In early February 2025, Lao Dong Newspaper reported that in Vinh Tan Ward (Nghe An), a fight broke out between the homeowner and the driver of a blue-plate car because this person parked the car right in front of his house.
Previously, a video clip was released on social media recording the incident that occurred on February 5. According to the clip, a blue-plate car parked in front of a kiosk house, then the driver got out of the car and entered a nearby alley. A moment later, a woman riding a motorbike in the opposite direction arrived, then parked the motorbike next to a blue-plate car.
When the driver returned to the car, the two sides exchanged words related to parking in the way. The woman repeatedly promoted the driver before attacking him. Immediately afterwards, Vinh Tan Ward Police stepped in to verify the incident.
