Speaking at the meeting, Vice Chairman of the National Defense, Security and External Affairs Committee Nguyen Minh Duc said that the Standing Committee of the Committee will conduct a preliminary review of 4 draft laws.
That is, the draft Law amending and supplementing a number of articles of 10 laws related to security and order; the draft Law on Protection of State Secrets (amended); the draft Law on Cyber Security; the draft Law amending and supplementing a number of articles of the Law on International Treaties.
At the meeting, delegates said that because a law amends and supplements a number of articles of 10 laws, it is necessary to carefully review to ensure consistency and synchronization with the current legal system.
Regarding specific regulations, such as adding a provision in the Law on Road Traffic Order and Safety: "vehicles that must install journey monitoring equipment, driver image recording equipment", there are opinions that it is necessary to study and assess the full and comprehensive impact on compliance with the law...
Explaining the issues raised by delegates, Director of the Department of Legal Affairs and Administrative and Judicial Reform Pham Cong Nguyen stated that the draft law only focuses on amending and supplementing the contents affected by the results of the reorganization of the apparatus and local government at 2 levels.

The Vice Chairman of the National Assembly noted that the upcoming draft laws need to be completely decentralized, delegated authority, cut administrative procedures, fully institutionalize new viewpoints in the Strategic Resolutions of the Central Committee and the Politburo as well as issues related to human rights and civil rights must be very specific and clear.
With the draft Law amending and supplementing a number of articles of 10 laws related to security and order, including the provisions of the Law on Road Traffic Order and Safety, the Vice Chairman of the National Assembly suggested that it is necessary to immediately explain in the time document of the driver, install journey monitoring equipment, and equipment to record the driver's image.
