According to the Government Electronic Information Portal on the morning of July 23, the monitoring results of the People's Council (People's Council) of Bac Kan province, from 2021 to 2024, showed that this province allocated more than 368 billion VND; District level allocates 9.5 billion VND; Educational institutions allocated more than 29 billion VND to purchase school equipment.
Accordingly, by July 2024, more than 175 billion VND will be achieved from the provincial budget; The number being implemented in 2024 is more than 103 billion VND; The number that cannot be implemented and recovered is more than 89 billion VND.
Notably, according to regulations in Circular No. 12/2020/TT-BGDDT of the Ministry of Education and Training, the allocation and assignment of budget estimates must be made by public educational institutions.
However, monitoring results show that districts and cities in Bac Kan do not follow this regulation but still allocate and assign budget estimates through the Department of Education.
The work of synthesizing minimum teaching equipment data of most schools is also incomplete and not close to reality, many equipment standards cannot be determined according to regulations. The supply of equipment from some contractors is slow, divided into many batches, taking a lot of time, leading to some schools being accepted after the first semester.
A series of other problems were also clearly revealed through supervision work, such as some purchased furniture and chairs that were not appropriate for student ages. There are supply packages that last up to 6 months but have not yet been handed over; Some equipment that does not match the contract type must be returned or even have the contract value reduced.
Or some investors do not provide a list of equipment under the procurement contract for comparison and confirmation. In addition, monitoring results also show that from 2021 to 2023, there are 8 out of 47 bidding packages with no participating contractors.
What is worrying is that there are unusual signs when there are up to 26 bidding packages with only one contractor participating; One contractor wins many bidding packages in districts. There are large value bidding packages but the winning results basically do not decrease.
In fact, there is a situation where bidding packages in many localities have the same consulting unit preparing bidding documents and evaluating bids; The same consulting unit appraises the bidding documents, the contractor selection results and the same unit wins the bid.
From the above monitoring results, the People's Council of Bac Kan province recommends that the Provincial People's Committee review and inspect the entire bidding process and procedures of the bidding packages implemented in the above period, resolutely handling violations if any.
Also according to information from the Government Electronic Information Portal, Bac Kan Provincial Police are currently directing specialized units to conduct inspection and verification of school equipment procurement packages in Bac Kan province. to investigate and strictly handle violations, if any.
