On the morning of May 18, a national conference was held in Hanoi to disseminate and implement Resolution No. 66-NQ/TW and Resolution No. 68-NQ/TW of the Politburo.
At the conference, Politburo member and Prime Minister Pham Minh Chinh also responded to a number of recommendations of delegates.
Mr. Vu Van Tien - Chairman of the Board of Directors of Geleximco Group said that Resolution 68 of the Politburo has identified the private economy (PIT) as the most important driving force of the national economy.
According to Mr. Tien, this is a strategic, breakthrough change with an inclusive vision, accurately assessing the position and role of the sector in the economy. Gradually eliminate awareness, viewpoints, attitudes, and prejudices about the private economy.
"We affirm that this is a comprehensive revolution in liberating productive forces" - Mr. Vu Van Tien stated.
Regarding the proposal, Geleximco Chairman said that the report received by the Prime Minister has raised all problems regarding mechanisms and policies, specifying issues of concern to businesses.
Therefore, Mr. Tien believes that Resolution 68 is like "drying in the sun and encountering showers" for businesses that private businesses have been looking forward to for many years.
"Enterprises are sometimes tied up, now the General Secretary, the Prime Minister and the Politburo have removed difficulties for us" - Mr. Vu Van Tien said and called on everyone to respond.
Regarding the implementation issue, Mr. Vu Van Tien suggested that there should be a department or a monitoring organization.
"There needs to be an independent agency to evaluate the competitiveness index, compliance index, implementation index and implementation efficiency of ministries, branches, localities and also a channel to receive feedback from businesses and people to the General Secretary and Prime Minister" - Mr. Tien stated.
After that, Prime Minister Pham Minh Chinh said that the implementation process must continue to be reviewed. We must summarize the previously implemented organizations that have had good problems and continue to promote them, and overcome those that are not good.
"Previously, everything had to be bid and auctioned, but now we have to hand over the work to the enterprise. This has been done and is being done, while businesses have said it is done, committed to it, and when done, they must have results and deploy work with focus and key points" - said the Prime Minister.
Speaking at the conference, representatives of the Vietnam Young Entrepreneurs Association asked what roadmap the Government has to digitize the process in the legal system to help the business community look up the progress of legal settlement to save time and reduce costs.
Regarding this issue, the Prime Minister said that he has assigned the Ministry of Justice to build a digital legal portal for businesses and entrepreneurs to access the Party's policies and guidelines, the State's legal policies and policies more conveniently, reducing costs.
At the same time, entrepreneurs and businesses through this also contribute and build to perfect the law and institutions.

Regarding land and capital sources, Mr. Vuong Quoc Toan - Chairman of the Board of Directors of Lan Hung Real Estate Group Joint Stock Company - said that currently, millions of small and medium-sized enterprises, especially manufacturing unions, do not have land for production and business and lack capital.
"All industrial parks must have 1ha or more to rent. While small and medium-sized enterprises only have 5-7 billion VND in capital, they also solve it for dozens of workers.
Therefore, millions of small and medium-sized enterprises currently have no land for production. Meanwhile, if it costs up to 30 billion VND to rent 1ha, the business does not have enough money" - Mr. Vuong Quoc Toan said.
This person added that recently at the dialogue of Bac Ninh province, businesses have proposed to establish industrial parks for small and medium-sized enterprises and production households to rent from 1,000 to 3,000m2 with adequate fire prevention and fighting and environment to develop.
Responding to this issue, the Prime Minister said that the resolution clearly stated that 20% of the area in the industrial park will be reserved for small and medium-sized enterprises.
The Prime Minister said that after having Resolution 198 of the National Assembly, the Government will continue to specify it into a decree for more specificity. At the same time, there will be a priority item for capital access for small and medium enterprises, assigned to banks.
