On September 16, information from the Ministry of Justice said that Deputy Minister Nguyen Thanh Tinh chaired the independent appraisal council of the draft Resolution of the Government regulating the assignment of approval authority for a number of contents in oil and gas activities.
According to the report at the meeting, in the context of increasingly difficult oil and gas exploration and exploitation, creating more favorable conditions for the Vietnam National Group of Industry and Energy (PVN) and contractors in oil and gas activities to increase exploitation output and investment efficiency, contributing to the country's growth in 2025 and the following years, contributing to ensuring national energy security.
The assignment of authority to PVN to approve a number of contents in oil and gas activities under the authority of the Ministry of Industry and Trade is reasonable, necessary and well-founded, in line with the Party and State's policy on promoting decentralization and delegation of authority.
At the same time, shorten the appraisal and approval time (about 30 - 50 days), increase the right to decide on professional and technical issues for businesses, promote early application of oil and gas discoveries in development, commercial exploitation, and improve investment efficiency in oil and gas mines/projects.
Concluding the meeting, Deputy Minister Nguyen Thanh Tinh requested the drafting agency to fully synthesize the opinions of the members of the Appraisal Council, urgently complete the dossier and appraisal report to submit to the Government in September.
The Deputy Minister emphasized that empowering PVN must be associated with responsibility for autonomy, dynamism, and creativity, thereby promoting the role of "locomotive", shortening the time for handling procedures, reducing compliance costs and creating new growth momentum for the economy.
Deputy Minister Nguyen Thanh Tinh requested the Ministry of Industry and Trade, PVN and related units to closely and urgently coordinate to ensure progress and quality of documents.
"The spirit is to clarify, tighten, both promote development and ensure national defense and security so that the Resolution can be put into practice immediately when issued" - the Deputy Minister emphasized.
