On September 16, the Politburo and the Secretariat held a national conference (direct and online) to disseminate and implement 4 Resolutions of the Politburo.
The conference listened to Head of the Central Policy and Strategy Commission Nguyen Thanh Nghe An to promulgate Resolution No. 70-NQ/TW, dated August 20, 2025 of the Politburo on ensuring national energy security until 2030, with a vision to 2045.
Head of the Central Committee for Policy and Strategy Nguyen Thanh Nghi said that after 5 years of implementing Resolution No. 55-NQ/TW of the Politburo, there are still many limitations.
The report by the end of 2024 shows that, out of the 11 targets of Resolution 55, by 2030, there are only 3 targets that can be achieved, 6 targets are difficult to achieve and 2 targets do not have enough basis for assessment.
Institutions and policies are still inadequate; planning is not flexible; many projects are behind schedule, at risk of lack of existing electricity. Supply is increasingly dependent on imports; infrastructure is lacking and unsynchronized; technology is slow to innovate, localization rate is low.
Human resources and productivity are still limited; the competitive market is not yet synchronous, energy prices are not in line with market mechanisms, and there is still cross-subsidy in electricity prices.
The issuance of Resolution No. 70 with synchronous and breakthrough policies and guidelines to ensure national energy security meets the requirements of national development in the new era - Head of the Central Committee for Policy and Strategy Nguyen Thanh Nghi said.
According to Mr. Nguyen Thanh Nghi, Resolution No. 70 has set out the requirement to firmly ensure energy security for the country's development in the new era - a new issue of non-traditional security.
Clearly identify energy security as an important part of national security, directly linked to political stability, economic development, national defense - security and international integration.
Resolution No. 70 also demonstrates the strategic thinking when shifting from the concept of "ensuring supply" to " firmly and proactively ensuring energy security" with a strategic, long-term, and multidimensional vision.
Resolution No. 70 sets out specific goals, clearly qualified and close to reality to ensure implementation meets requirements and progress on schedule.

According to the Head of the Central Committee for Policy and Strategy, Resolution 70 includes 5 groups of guiding viewpoints; target groups until 2030, vision to 2045 and 7 groups of tasks and major solutions.
In particular, for target groups by 2030, the Resolution sets a target of just enough supply - modernizing the power system - promoting renewable energy - ensuring adequate supply of gasoline and LNG - improving efficiency and reducing emissions.
By 2045, towards a sustainable, smart, competitive, modern energy source on par with the world.
Regarding the group of tasks and solutions, according to Mr. Nguyen Thanh Nghi, it is necessary to strengthen the leadership of the Party, the management of the State and the participation of the entire political system and people in ensuring energy security.
At the same time, promote the mechanism of direct electricity purchase and sale between sources and loads, contributing to ensuring sustainable energy security. Completing institutions and policies to become competitive advantages, a solid foundation, and a strong driving force for energy development.
Resolutely and determined to perfect the law on electricity, oil and gas, minerals, and nuclear energy; remove institutional bottlenecks, create an outstanding mechanism to attract important energy projects.
Encourage rooftop solar power, self-production - self-consumption, energy storage, energy recovery; develop waste - energy, low-carbon technology, carbon neutrality.
Prevent corruption, waste, and group interests in energy investment, procurement, and bidding. Improve the quality of energy strategy and planning, especially the adjusted Power Plan VIII; the planning is open, timely and updated, associated with socio-economic development, national defense and security.
