On March 18, in Hanoi, the Standing Committee of the Central Steering Committee for Anti-Corruption, Wastefulness, and Negative Phenomena (Steering Committee) held a meeting chaired by General Secretary To Lam - Head of the Steering Committee.
At the meeting, through discussion, the Steering Committee agreed on a number of contents as follows:
Since the 29th Meeting of the Steering Committee (December 25, 2025) to date, Party committees, Party organizations, and functional agencies have made many efforts, strived, and urgently and seriously implemented the Conclusions of the General Secretary, Head of the Steering Committee, and the 2026 Work Program of the Steering Committee, achieving many positive results. Notably:
(1) Functional agencies have actively and urgently built and completed many important projects on preventing and combating corruption, wastefulness, and negativity (PCTNLPTC).
The Central Inspection Committee, the Central Internal Affairs Commission, the Central Policy and Strategy Commission and relevant agencies urgently develop projects on inspection, supervision, PCTNLPTC and tasks and solutions to implement the double-digit economic growth target to submit to the 2nd Plenum of the 14th Central Committee, in order to concretize the Resolution of the 14th Party Congress.
(2) From the beginning of the year to now, prosecuting agencies have newly initiated 1,151 cases/2,367 defendants, prosecuted 757 cases/1,847 defendants, and held first-instance trials of 604 cases/1,733 defendants for crimes of corruption, economics, and position.
Regarding cases and incidents under the Steering Committee's monitoring and direction, 1 new case/24 defendants have been prosecuted, 3 additional defendants in 3 cases have been prosecuted, investigation conclusions in 3 cases/70 defendants, indictments have been issued prosecuting 3 cases/117 defendants, first-instance trial of 8 cases/210 defendants, appellate trial of 2 cases/9 defendants. Especially, the first-instance trial of 7 key cases has been completed before the 14th Party Congress according to the Steering Committee's conclusion.
Detecting and investigating a number of particularly serious and complex TNLPTC cases of public concern, typically the case of "Violating regulations on bidding causing serious consequences"; "Giving bribes"; "Receiving bribes" occurring at Airports Corporation of Vietnam (ACV), the case of "Illegally intruding into computer networks and electronic devices of others; Giving bribes; Receiving bribes; Forging documents of agencies and organizations" occurring at Viet An Environmental Technical Joint Stock Company and related agencies and organizations in Ho Chi Minh City, Hanoi and provinces and cities nationwide.
(3) The Central Inspection Committee has actively and proactively advised, directed, inspected, and supervised from the beginning new mechanisms and policies, key national projects and works; advised the Politburo and the Secretariat to organize 22 supervisory delegations.
The Government Inspectorate and the State Audit Office have developed and implemented inspection and audit plans, closely following the Work Program of the Steering Committee, focusing on areas prone to TNLPTC, prominent and pressing issues, and public concerns.
Especially, the Government Inspectorate has deployed 39 inspections; has completed and issued 13 inspection conclusions; in which it has issued an inspection conclusion on 1 topic assigned by the Steering Committee.
(4) The Party Committee of the Government and the Prime Minister have directed ministries and central agencies to review and remove difficulties and obstacles for slow-progressing, backlog, prolonged projects and works that pose a risk of loss and waste.
To date, there are: 1,023 projects reported by ministries, central agencies and localities that have been handled and removed and no longer have difficulties or obstacles; 2,347 projects have been approved for handling and removal.
The Standing Committee of the Steering Committee requests that, from now until the end of the first 6 months of 2026, focus on implementing the following key tasks:
(1) Direct the thorough grasp and effective implementation of Resolution No. 2 of the 14th Central Committee on continuing to strengthen the Party's leadership over PCTNLPTC work in the new period (after being approved by the 14th Central Committee Conference No. 2).
(2) Directing the continued review and handling of slow-progress projects, prolonged backlogs, risks of loss and waste, clarifying the causes, and having specific handling plans for each project. Completing the handling, exploitation, and use of redundant houses and land after arranging the apparatus.
(3) Direct to strengthen inspection, examination, investigation, and handling of serious and complex cases and incidents of public concern. Focus on investigating and handling cases and incidents:
The case "Violating regulations on management and use of state assets causing loss and waste; Abusing positions and powers while performing official duties; Fraudulent appropriation of property" occurred at the Ministry of Health and related agencies;
The case "Giving bribes; Receiving bribes; Brokering bribes; Abusing positions and powers while performing official duties; Illegally possessing drugs; Organizing the illegal use of drugs; falsifying case files; Gambling" occurred at the Central Institute of Forensic Psychiatry and some units and localities;
The case "Giving bribes; Receiving bribes; Brokering bribes; Violating regulations on management and use of state assets causing loss and waste" occurred at Viet Trung Mineral and Metallurgy Co., Ltd. (VTM) and related units;
The violations related to Truong Son Construction Corporation and Construction Company 470 related to the bidding package of the Eastern Avoidance Road Project of Buon Ma Thuot City (belonging to phase 2 of the case occurring at Thuan An Group);
The violation case is related to packages No. 03, 04 of Tranh Dong street, Buon Ma Thuot city (belonging to phase 2 of the case occurring at Thuan An Group).
(4) Directing the strengthening of power control, PCTNLPTC in localities and grassroots levels, associated with improving the effectiveness and efficiency of the operation of local authorities at two levels; promoting public transparency, accountability, overcoming the situation of shirking, avoidance, harassment, causing trouble for people and businesses.
3. Also at this Meeting, the Steering Committee agreed to include the Cases of "Violating regulations on bidding causing serious consequences"; "Giving bribes"; "Receiving bribes" occurring at Airports Corporation of Vietnam (ACV) and related units into the area of monitoring and direction of the Steering Committee.
