Citizen identification card is one of the important personal identification documents, showing basic information about the background and identity of a citizen.
In 2021, Ms. Le Thi Loan (born in 1998, Phu Tho) - the character's name has been changed - reissued her Citizen Identification Card because she lost her old card. Ms. Loan also did not know the regulations on the age for changing the Citizen Identification Card and was sure that she had not yet reached the time to change to a new card.
By March 2024, the company's office informed her that her card had expired. The content about the citizen identification card's expiration date was also printed on the card. Therefore, to ensure that the social insurance payment process is not interrupted, Ms. Loan needs to re-issue her Citizen Identification Card to update her profile information and other related documents.
Daily work pressure and disregard for the importance of personal documents caused Ms. Loan to be 1 year overdue for renewing this type of card.
On a day at the end of August 2024, when she needed to transfer money via an electronic banking transaction, Ms. Loan received a notification: "Your identification information has expired. Please update the new application version to update your identification or go to the nearest bank counter for support."
At this point, even though she tried to access the latest version of the application to log in to her account, Ms. Loan was helpless. When she called the bank's customer service hotline, she was asked to go to the bank counter to declare her Citizen Identification Number.
Next, she received a request to renew her Citizen Identification Card within 1 month. If she did not do this, her electronic bank account would continue to have to stop transactions.
"I had to go to the bank to reopen and fulfill my commitment to change the card, and go to the district police station to register for the procedure to renew my ID card. Just because I neglected and took this matter lightly, I wasted time and encountered unnecessary trouble" - Ms. Loan shared.
Another case is Ms. Dinh Thi Thanh Hoa (from Lao Cai) who also forgot to change her Citizen Identification Card when it was time to change.
Caught up in the whirlwind of work, Ms. Hoa also forgot to change her Citizen Identification Card until she became pregnant. At this time, Ms. Hoa's Citizen Identification Card had expired for 3 months.
When hearing the story of a colleague working in the same company, Ms. Hoa was "shocked" and went to change her card to ensure her maternity benefits.
"Four months before giving birth, I went to the provincial police department to complete the procedures to change my Citizen Identification Card, to avoid wasting time or affecting my participation in social insurance," said Ms. Hoa.
According to Lawyer Nguyen Trong Nghia - Hanoi Bar Association, Clause 1, Article 21 of the 2014 Citizen Identification Law stipulates the age for changing Citizen Identification Cards as follows: Citizen Identification Cards must be changed when citizens are 25 years old, 40 years old and 60 years old.
However, for those who are issued a Citizen Identification Card within 2 years before the prescribed age, the Citizen Identification Card is still valid until the next card renewal age.
According to regulations, citizens can directly go to the competent police agency to receive requests to change the Citizen Identification Card at the place where they permanently or temporarily reside to request to change the Citizen Identification Card.
Thus, in case of wanting to change the Citizen Identification Card, there is no need to return to the hometown, citizens can go to the competent police agency where they are temporarily residing to apply for a new card.
