The Steering Committee on summarizing the implementation of Resolution 18-NQ/TW of the Government (the Steering Committee of the Government) has issued Document No. 24/CV-BCDTKNQ18 on orientation and suggestions on some contents on the organization of specialized agencies under the Provincial People's Committee.
During the implementation process, the Government Steering Committee requires close adherence to the arrangement orientation according to the requirements of Resolution No. 18-NQ/TW of the Central Steering Committee; orientation to arrange and streamline the Government's organizational apparatus.
Reasonable organization of specialized agencies under the People's Committees at provincial and district levels to manage multiple sectors and fields, implementing the principle that one agency performs many tasks and one task is assigned to only one agency to preside over and take primary responsibility.
At the same time, review, arrange and restructure the internal organization of departments, branches and sectors. Strive to reduce about 15% of the number of internal organizational units according to the Central's orientation, Government regulations and in accordance with the situation and characteristics of each locality, ensuring streamlining, effective and efficient operations.
Arranging and streamlining the organization of specialized agencies must be associated with reducing staff, restructuring and improving the quality of civil servants and public employees, improving the effectiveness and efficiency of state management activities, meeting the requirements and tasks of each agency, organization and unit in the new period.
The Government Steering Committee stated that the arrangement and streamlining of specialized agencies under the People's Committees at provincial and district levels is similar to the arrangement and streamlining of the Government apparatus.
This also ensures consistency, unity and connectivity in State management of sectors and fields from the central to district levels.
At the same time, we will reorganize and reduce internal units in conjunction with staff reduction, restructuring and improving the quality of civil servants and public employees, with a reasonable number and structure, and with qualities and capacities that meet task requirements.
The Government Steering Committee requires localities to thoroughly grasp the Central Government's guidelines and directions on restructuring and streamlining the apparatus. Focus on propaganda work, create consensus and unity in the restructuring process, and propose plans to perfect the apparatus.
Do a good job in political and ideological work, promptly pay attention to and resolve policies and regimes for cadres, civil servants, public employees and workers in the process of arranging and streamlining the organizational apparatus.
Develop plans and prepare all necessary conditions to arrange the organization, staff, civil servants, public employees, and workers when there is a decision from the competent authority.
Ensure that the arrangement does not affect the performance of assigned functions and tasks of agencies, organizations and units, does not leave areas or fields vacant, improves efficiency and effectiveness of operations, especially tasks related to serving people and businesses.
The head of the Provincial Party Committee (City Party Committee) and the Provincial People's Committee is responsible for the roadmap, plan and results of the implementation of the organization and arrangement of specialized agencies under the Provincial and District People's Committees of their localities.
