On December 19, the Government Office said that the Steering Committee on summarizing the implementation of Resolution 18 of the Government has issued Document No. 24 to the Provincial and Municipal Party Committees directly under the Central Government on orientation and suggestions on some contents on the organization of specialized agencies under the People's Committees at the provincial and district levels.
The Steering Committee requests and thoroughly grasps the Central's guidelines and directions on reorganizing and streamlining the apparatus in conjunction with restructuring the staff, civil servants and public employees; focuses on propaganda work, creating consensus and unity in the reorganization process, and proposes plans to perfect the organization and apparatus.
Do a good job of political and ideological work, promptly pay attention to resolving policies and regimes for cadres, civil servants, public employees, and workers in the process of arranging and streamlining the organizational apparatus.
Develop plans and prepare all necessary conditions to arrange the organization, staff, civil servants, public employees, and workers when there is a decision from the competent authority.
The heads of the Provincial Party Committee, City Party Committee, and Provincial People's Committee are responsible for the roadmap, plan, and implementation results of the reorganization of specialized agencies under the Provincial and District People's Committees of their localities.
For specialized agencies under the Provincial People's Committee, the Steering Committee guides:
Maintain the Department of Justice; Department of Culture, Sports and Tourism (or Department of Culture and Sports for localities maintaining the Department of Tourism); Provincial Inspectorate; Office of the Provincial People's Committee.
Merge the Department of Planning and Investment with the Department of Finance, expected to become the Department of Economy - Finance, receiving the original functions and tasks of the two departments.
Merge the Department of Transport with the Department of Construction, expected to become the Department of Construction and Transport, receiving the original functions and tasks of the two departments.
Merge the Department of Natural Resources and Environment with the Department of Agriculture and Rural Development, expected to become the Department of Agriculture and Environment, receiving the original functions and tasks of the two departments.
Merge the Department of Information and Communications with the Department of Science and Technology, expected to become the Department of Science, Technology and Communications, receiving the original functions and tasks of the two departments.
Merge the Department of Labor, War Invalids and Social Affairs with the Department of Home Affairs, expected to become the Department of Home Affairs and Labor. The new Department will perform the function of advising and assisting the provincial People's Committee in state management of the field of home affairs and take over the functions and tasks of labor, wages, employment, meritorious people, occupational safety and hygiene, social insurance, and gender equality.
In addition, the Steering Committee also oriented and suggested the arrangement and transfer of tasks with three other departments corresponding to the arrangement of ministries at the central level.
Accordingly, the Department of Health will take over the functions, tasks and organization of the staff on social protection, children and social evil prevention; and management and use of the child protection fund from the Department of Labor, War Invalids and Social Affairs.
The Department of Health also receives and manages the health of provincial officials (after the end of the Provincial Health Care Protection Board).
The Department of Education and Training takes over the functions, tasks and organization of the vocational education advisory apparatus from the Department of Labor, War Invalids and Social Affairs.
The Department of Industry and Trade received the original status of the local market management department from the Ministry of Industry and Trade and reorganized it into the Market Management Department under the Department of Industry and Trade.
The Steering Committee also oriented the arrangement of some specific departments of Ho Chi Minh City, Hanoi and some localities such as the Department of Foreign Affairs, Department of Planning and Architecture, Ethnic Affairs Department, Department of Tourism, Department of Food Safety.
The Steering Committee requires ensuring that the total number of departments under the provincial People's Committee does not exceed 14. Hanoi and Ho Chi Minh City alone do not exceed 15 departments.
