The meeting implements personnel work under the authority of the City People's Council. Accordingly, dismissal from the position of Member of the City People's Committee, term 2021 - 2026 for Mr. Le Quy Tiep, former Director of the Department of Construction; additional election of the position of Member of the City People's Committee, term 2021 - 2026 for Mr. Nguyen Thanh Hung, Director of the Department of Construction.
At the session, delegates of the City People's Council discussed and unanimously voted to approve the draft Resolution on: Deciding to reduce lending interest rates from the city's entrusted budget capital through the Social Policy Bank and adjusting the Hai Phong City Planning for the period 2021 - 2030, vision to 2050.
Speaking at the closing of the session, Chairman of the City People's Council Le Van Hieu said that the City People's Council has approved the reduction of interest rates for loans from city budget funds entrusted through the Social Policy Bank, for the poor and other policy beneficiaries. This content is built in accordance with the Prime Minister's regulations on reducing interest rates in policy credit programs, thereby affirming the city's concern and responsibility in synchronously implementing social security policies, contributing to stabilizing people's lives and promoting sustainable socio-economic development.
The City People's Council has also considered and approved the adjustment of the City Plan for the period 2021 - 2030, with a vision to 2050; thereby affirming that Hai Phong is one of the leading localities in implementing planning adjustments.
Faced with practical requirements, the task of adjusting planning does not only stop at arranging and expanding development space, but also aims to comprehensively restructure the urban governance model, redistribute development resources and reposition the city's role and function in the national urban system.
According to that orientation, the planning has shifted from the "one center - coastal corridor" model to a multi-polar, multi-center, multi-dynamic urban model; reflected in 4 core development orientations, taking international seaport - logistics services as the pillar connecting Hai Phong with Eastern Hai Duong; and promoting green and smart industry, in which the specialized economic zone in the West is identified as a new growth engine. Along with that is the development of tourism - eco-services and the formation of the new Bac Song Cam political - administrative center according to the multi-functional and modern urban model. This is an important legal basis to accelerate the establishment and adjustment of urban planning, rural planning and specialized and technical planning in accordance with the law.
With the spirit of innovation, development aspirations and high political determination, the Chairman of the City People's Council requested the entire political system of the city to urgently organize the synchronous and effective implementation of the Hai Phong City Plan just approved by the City People's Council; turn the strategic vision into concrete actions, substantive results, bringing Hai Phong to develop strongly, worthy of the leading role of the Northern region and the whole country in the new development phase.
