According to the plan, Hai Phong will implement 2 contents, including: reviewing and evaluating urban standards of Hai Phong city and reviewing and developing dossiers for the Project on establishing urban administrative units at commune (ward) level.
The City People's Committee assigned the Department of Construction to preside over and coordinate with the Department of Home Affairs, the Commune-level People's Committee and relevant agencies to review and evaluate Hai Phong city (new) after merging according to the standards of a type I urban area specified in Resolution No. 111/2025/UBTVQH15 and related legal documents. Based on the review results, develop specific plans and solutions, urban development investment roadmap, ensuring urban standards and quality according to regulations, especially urban infrastructure standards; to be completed in 2027.
The Department of Home Affairs shall preside over and coordinate with the Department of Construction, commune-level People's Committees and relevant units to review and evaluate communes in the area according to the standards for establishing wards according to the provisions of the Law on Organization of Local Government, Resolution No. 111/2025/UBTVQH15, Resolution No. 112/2025/UBTVQH15 and related legal documents; focusing on communes formed from the rearrangement of towns in the past or with urban elements.
Based on the review results, for localities that meet the conditions and standards, organize the preparation of dossiers for the Project to establish wards according to regulations, submit them to competent authorities for consideration and decision. The implementation process needs to ensure compliance with planning, meeting standards on urbanization rate, content of project dossiers in accordance with regulations and implementing related transitional regulations. The City People's Committee requests to complete the review and synthesis of communes that meet the conditions and standards for establishing wards; develop a plan and report to the City People's Committee and competent authorities before June 13, 2026.
The City People's Committee also assigned the Department of Home Affairs to monitor and urge agencies, units, and localities to implement the plan; guide and urge localities to review the standards for establishing urban administrative units and build dossiers for ward establishment projects to submit to competent authorities for consideration and decision. The Department summarizes and develops ward establishment projects for communes that meet the conditions and standards and reports to competent authorities for consideration and decision.
The Department of Construction presides over the implementation of reviewing, evaluating and developing plans to complete the standards of type I urban areas as required; advising and reporting to the City People's Committee (through the Department of Home Affairs to summarize before June 10, 2026) to report to the Ministry of Home Affairs and the Ministry of Construction as required; coordinating to guide localities to review standards for establishing urban administrative units; guiding localities to review criteria and standards for classifying urban areas; criteria and standards for assessing urban development level and urban population size for communes that meet the conditions and standards for establishing wards.
Commune-level People's Committees build and organize the implementation of the Plan at the local level; fully implement tasks according to functions and authority, ensuring quality and progress. Along with that, organize reviews and assessments according to the standards of wards, send them to the Department of Home Affairs before May 23, 2026 for synthesis and reporting to the City People's Committee. In case of meeting sufficient conditions and standards, coordinate to build dossiers for the Project to establish wards, fully implement procedures and procedures according to regulations to submit to competent authorities for consideration and decision; proactively allocate resources, integrate local programs and plans to invest in building synchronous urban infrastructure...
