Politburo Member, National Assembly Chairman Tran Thanh Man signed and promulgated Resolution No. 34/2026/QH16 of the National Assembly on crime prevention and combat and law violations, the work of the People's Procuracy (VKSND), the People's Court (TAND) and judgment enforcement.
This Resolution stipulates a number of targets and tasks in crime prevention and combat and law violations, the work of the People's Procuracy, the People's Court and judgment enforcement.
Article 3 of the Resolution stipulates the following targets in the work of exercising the right to prosecution and supervising judicial activities:
The rate of acceptance and resolution of denunciations, reports of crimes, and proposals for prosecution being supervised reached 100%; 100% of criminal cases were supervised right from the time of prosecution.
Ensure that approval decisions apply preventive measures in accordance with the law. Resolutely not approve the application of preventive measures when there are insufficient grounds; promptly cancel and replace preventive measures according to the provisions of law.
At the same time, do not allow cases of returning dossiers to request additional investigations that are not in accordance with the law; the rate of issuing prosecution decisions on time according to the provisions of law reaches 100%.
Ensure urgent resolution of cases related to organized crime, transnational crime, with foreign elements; crimes against national security, cybercrime; crimes against corruption, positions, economy, smuggling, money laundering, intellectual property, child abuse, drugs.
Ensure the prosecution rate of defendants for the right crime reaches over 96%, and for cases of child abuse reaches 100%.
Enhance responsibility and increase the proportion of appellate protests of the same-level Procuracy on the total number of appellate protests of the Procuracy.
The rate of appellate protests accepted by the Court reached over 70%; the rate of cassation and retrial protests accepted by the Court reached over 75%.
Increase the quantity and quality of resolution of cassation and re-trial applications annually; promptly resolve applications that are about to expire the protest period. Ensure that the resolution of cassation and re-trial applications is on time, based on grounds, and in accordance with the law.
Minimize the response to petitions without grounds for cassation and retrial protests, after which the competent person protests cassation and retrial.
In particular, do not allow cases of letting criminals escape, wrongly accusing innocent people; supervise 100% of the classification and issuance of decisions on the absence of conditions for civil judgment enforcement.
The percentage of recommendations of the Procuracy accepted by relevant agencies, organizations, and individuals reached over 85% of the total number of recommendations of the Procuracy that have been answered and handled by officials, organizations, and individuals.
Previously, at the First Extraordinary Session of the 16th National Assembly, with 94.6% of delegates present in favor, the National Assembly officially passed the Resolution "On crime prevention and combat and law violations, the work of the People's Procuracy, the People's Court and judgment enforcement".
