On November 1, continuing the 8th Session, the National Assembly discussed in the hall a number of contents with different opinions of the draft Law on Fire Prevention, Fire Fighting and Rescue (PCCC and CNCH).
Speaking at the meeting, National Assembly delegate Duong Khac Mai (Dak Nong Province Delegation) said that in recent years, the number of fires has been increasing, especially fires in densely populated areas, which are increasingly dangerous as they can easily spread.
According to delegate Duong Khac Mai, the fires left huge consequences, causing loss of life and property of agencies, organizations, and individuals, and leading to many consequences.
In Article 20, which regulates fire prevention for houses combined with production and business, delegates suggested that this regulation should be reviewed in the direction of encouragement or, if implemented, there must be a reasonable roadmap because it is not really suitable for practical conditions.
In addition, the economic conditions of many businesses make it impossible to arrange sleeping places elsewhere. In reality, many production and business establishments take advantage of the space to stay there, even as a place for workers and security guards to take a nap.
From the above analysis, delegate Duong Khac Mai suggested that the Drafting Committee should further evaluate to have a suitable direction.
Meanwhile, delegate Do Van Yen (National Assembly Delegation of Ba Ria - Vung Tau province) said that currently, many facilities do not meet fire prevention and fighting standards but are still operating or violations are only discovered when there is an incident.
From there, delegates suggested that there should be more detailed regulations on the progress of periodic inspections and public and transparent results of fire prevention and fighting inspections at production and business establishments.
At the same time, it is recommended that the Drafting Committee consider adding regulations requiring production and business establishments to publicly disclose the results of annual fire prevention and fighting inspections on the websites of competent authorities and at the establishments; adding provisions for establishments to periodically inspect every 6 months the operating status of fire prevention and fighting systems.
Article 20 on Fire Prevention for Housing Combined with Production and Business in the Draft Law submitted to the National Assembly at the 8th Session stipulates:
Housing combined with production and business must ensure fire safety conditions as prescribed in Article 19 of this Law and ensure the following conditions: There are prohibition signs, warning signs, and signs indicating fire prevention and fighting and search and rescue; The area where goods are produced and traded at risk of fire and explosion must have solutions to separate or prevent fire from the residential area.
Housing combined with production and trading of goods with fire and explosion hazards must ensure the fire safety conditions specified in Clause 1 of this Article and ensure the following conditions: No sleeping rooms are arranged in the production and business areas; There are fire alarms, ventilation solutions, and equipment to detect flammable and toxic gas leaks according to the provisions of law on technical standards and regulations; The production and business areas must be fire-proofed from the escape routes of the residential areas.
