Determining the " strategic quartet"

The growth rate of the gross domestic product (GDP) in the first quarter of this year is 6.93%, this is also the highest quarter growth of Vietnam in the past 5 years. In the context of difficulties, the Government and the Prime Minister have made great efforts to achieve the growth goals and determination not to change the goals of this year to reach 8% or more.

In Resolution No. 77/NQ-CP, the Government requires ministries, branches and localities to adhere to the GDP growth target of 8% or more in 2025. In particular, ministries and branches have developed scenarios to respond to international fluctuations, especially the US countervailing tax policy. The Ministry of Finance promptly proposes a plan to support businesses and workers affected by tax policies; submit a draft on extending the reduction of value-added tax (VAT) from July 1, 2025 to the end of 2026.

To achieve the economic growth target for 2025, Politburo member and Prime Minister Pham Minh Chinh has directed ministries, branches and localities to continue implementing the "four strategies", including breakthroughs in science, technology development, innovation and digital transformation; streamlining the apparatus of the political system; developing the private economic sector and strengthening international integration in the new situation.

On that basis, the Government and ministries, branches and localities continue to implement 3 strategic breakthroughs towards perfecting legal institutions, smooth infrastructure, developing human resources and smart national governance.

Under the direction of the head of the Government, the Ministry of Finance has developed a next growth scenario for each industry, each field, allocated to localities and regions. In general, the Ministry of Finance achieved a growth target of about 8.3% in the second quarter, and 8.3% and 8.4% in the third and fourth quarters, respectively.

Effectively exploiting FTAs

At the announcement of the set of evaluation indicators of the implementation of free trade agreements (FTA Index) of localities in 2024, Prime Minister Pham Minh Chinh said that the Politburo issued Resolution No. 59/NQ-TW on international integration in the new situation, with many new points, showing breakthrough spirit; In which, determining international integration is a "form and high level of development of international cooperation", an important driving force to maintain the situation of peace, stability, take advantage of external conditions and resources for development and improve the role and position of the nation, demonstrate Vietnam's responsibility and contribution to the international community.

The Prime Minister emphasized: "Integration does not only have the red carpet and roses, integration has many difficulties, many thorns, we must strive to catch up, progress together and overcome to be able to integrate deeply, substantially, effectively, while maintaining independence and self-reliance". The Prime Minister also pointed out that Vietnam must integrate to catch up, progress together and overcome, but "not accepting integration by any means, not relying on, not depending on any partner" but must be on the basis of mutual benefit, harmonious benefits, and shared risks. "We do not ignore any help, nor take advantage of it, nor hurt anyone; avoid confrontation, promote dialogue" - the Prime Minister said.

According to the Prime Minister, Vietnam identifies international economic integration - especially through FTAs - as an important gateway to connect Vietnam with the world, bringing the economy closer to global standards. Effective exploitation of FTAs is an important way to maintain growth and enhance Vietnam's position in the international arena.

Combining endogenous strength

Economic development must be associated with human rights education, on this regard, the Prime Minister Pham Minh Chinh stated that all people live in a peaceful environment with independence and sovereignty to be maintained, political security, social order and safety are guaranteed; Every citizen is entitled to democratic freedom, religious freedom, beliefs, press freedom, access to information, creative freedom and equality before the law. According to the Prime Minister, human rights in Vietnam include important internal implications for the right to life, freedom, pursuit of happiness and equality, including: Firstly, to live happily, live healthy, live safely, live green; Secondly, it is free to operate within the framework of the constitution and laws to protect and maximize the legitimate interests of their individuals and contribute benefits to the community and society; Thirdly, there is a life of prosperity and happiness increasing year by year; Fourth, ensure equality, not to be left behind.

One of the most touching evidences is the policy of erasing temporary houses and dilapidated houses that the government is putting the power to implement. With the fierce direction of the Prime Minister Pham Minh Chinh, hundreds of thousands of households had a solid roof - a cozy and more complete life. "No one is left behind" is not only a slogan, but is becoming a reality after 50 years of liberation of the South and reunification of the country. People see the protection, feel interested and loved. And perhaps, it is the simple and clearest image of the people in modern times.

That journey is not only the State's, but also that of all of us - ordinary citizens, living on this beloved S-shaped land. Each of us has a part in the work, a situation, a small contribution, but if everyone does their part well, the country will definitely be stronger.
