Lam Dong province has just sent a report to the National Assembly Standing Committee's Supervisory Delegation on the situation of attracting and developing high-quality human resources in the 2021-2024 period.
During this period, the province issued resolutions and projects to attract and train cadres, civil servants and public employees until 2030.
According to the plan, Lam Dong sets 933 targets, of which 355 targets are for attraction, the rest focus on training.
Regarding support policies, the province has set specific funding levels: PhDs are supported with VND950 million, masters with VND850 million, university/doctoral degrees with VND750 million. In addition, talented people in public service are entitled to an additional 30% of their salary and other allowances.
However, despite having attractive policies, the province has not been able to attract scientists, leading experts in the fields of management, science and technology, as well as excellent doctors and students to work in the locality.
This leads to the failure to meet the socio-economic development requirements of the province. In order to improve policy effectiveness, Lam Dong identifies difficulties and proposes solutions.
Lam Dong province emphasized the need to improve remuneration, working conditions, housing, promotion opportunities and living environment quality to suit reality.
Lam Dong proposed that the National Assembly consider special incentive mechanisms for localities facing difficulties in attracting human resources, especially policies on purchasing, renting houses and arranging public housing.
At the same time, the province proposed that the Government complete the legal framework and adjust regulations on salaries, bonuses and benefits to create more flexible conditions in attracting talent, especially in key sectors such as science - technology, education and health.
