On July 16, a conference was held in Hanoi on a number of major issues on the reception and revision of the draft Law on Supervisory Activities of the National Assembly and People's Councils (amended) - Regulations on supervision of People's Councils (HDND).
Speaking at the Conference, Vice Chairman of the National Assembly Tran Quang Phuong stated that the preparation for receiving and finalizing the draft Law on Supervisory Activities of the National Assembly and People's Councils (amended) is very good.
Faced with the requirements of a new development phase in the thinking of law-making and enforcement, the Vice Chairman of the National Assembly affirmed that supervision activities are increasingly important, associated with the implementation of legislative functions and decision-making on important issues of the country in the new era.
A number of Resolutions of the Central Committee and Conclusions of the Politburo have proposed clarifying the scope of the subjects of Supreme Supervision of the National Assembly, the National Assembly Standing Committee, the National Assembly agencies, the National Assembly Delegation, the People's Council, the Standing Committee of the People's Council, the Committees of the People's Council and the People's Council delegates; improving the quality of explanation, questioning, supervision of legal documents and supervision of complaint and denunciation settlement.
According to the Vice Chairman of the National Assembly, it is necessary to fully institutionalize the Party's policies and viewpoints and overcome shortcomings in supervision activities, ensuring the spirit of innovation in law-making.
Emphasizing that the law must be stable, simple, easy to understand, and easy to implement, the Vice Chairman of the National Assembly requested that "the draft law should not stipulate contents on processes, procedures, and highly volatile contents.
The term "Active Law" itself is highly volatile, so there is no need to stipulate too specific issues".
The Vice Chairman of the National Assembly proposed that the National Assembly Standing Committee should issue a Resolution to specify and provide specific guidance appropriate to each period.
At the same time, it is necessary to pay attention to reviewing and editing the concepts, principles, authority, rights and responsibilities of the subjects and subjects.
Notably, when not organizing the People's Council at the district level, it is necessary to clarify which content is transferred to the People's Council of the commune and which content is transferred to the Provincial People's Council in the supervision activities.
"The monitoring method must be appropriate, scientific, cost-effective and human resources-saving. Clarify how to implement decentralization, delegation of authority, assignment and coordination between elected bodies. How to coordinate between the subjects of supervision and the subjects of supervision" - the Vice Chairman of the National Assembly noted.
The Vice Chairman of the National Assembly also suggested that the draft law should clearly stipulate the mechanism for using experts, promoting the application of digital technology, transforming artificial intelligence in supervision activities; ensuring unity and synchronization with the legal system, especially laws on organizational structure.
