The Resolution of the 14th Party Congress for the first time affirmed the important and regular role of foreign affairs in the cause of building and developing the country and protecting the Fatherland from an early and distant stages. Party and State leaders, in which General Secretary and President To Lam directly gave many profound directions on the implementation of the task of developing science and technology, innovation and digital transformation of the diplomatic sector.
Affirming that this is a strategic and extremely urgent issue for the entire industry today, Deputy Minister of Foreign Affairs Le Anh Tuan emphasized that grasping and applying achievements in science and technology, innovation and digital transformation is not only a trend, but also a breakthrough driving force to realize the goal of building comprehensive, modern and professional diplomacy.
According to the Deputy Minister of Foreign Affairs, in this field, the entire sector will focus on strongly implementing 4 key solutions. First, pioneering the promotion of "Technology Diplomacy", creating technology cooperation frameworks, especially in innovation, digital transformation, artificial intelligence, quantum, strategic minerals... connecting with leading innovation centers in the world, effectively serving the country's socio-economic development.
Promoting the important role in peacetime, the diplomatic sector will be the "pioneer", maximizing external resources to serve the digital transformation and innovation in the country. The network of Vietnamese representative agencies abroad will be sensitive "antennas", promoting the search, connection and attraction of high-quality investment, core technology, green technology, as well as bringing leading R&D (Research & Development) centers in the world to Vietnam. At the same time, the sector will pay special attention to unlocking knowledge resources, networks of experts and overseas Vietnamese scientists contributing to the national innovation ecosystem" - the Deputy Minister explained.
Second, the determination to comprehensively digitize, towards building a "Digital Ministry of Foreign Affairs". The Deputy Minister said that the Ministry of Foreign Affairs is and will continue to promote the digital transformation of the diplomatic sector, digitize working processes, build databases and big data analysis (Big Data), digital diplomacy - digital citizens - digital media to improve the capacity to analyze, forecast and provide strategic advice, effectively serving foreign affairs work; modernize foreign information work through global digital platforms to bring a spreading effect of the story of a self-reliant, innovative Vietnam, thereby strengthening strategic trust; build and synchronously deploy an AI ecosystem in the diplomatic sector to 2030, vision to 2045, ensuring compliance with the development requirements of the country and the specific nature of foreign affairs work.
Third, participate in shaping global legal frameworks on technology and digital space, in which proactively negotiate and participate in shaping new rules of the game on data and artificial intelligence (AI). Fourth, innovate training and fostering of the "Digital Diplomat" generation.
The deep integration of science and technology, innovation and digital transformation is an important "key" for the diplomatic sector to take the lead and play a constructive role in the process of deep and comprehensive international integration" - Deputy Minister Le Anh Tuan emphasized.
