On the afternoon of September 21, the People's Council of Quang Tri province held the 5th session, term IX, term 2026-2031.
At the meeting, the Quang Tri Provincial People's Council elected Mr. Bui Hoang Phuong - Deputy Secretary of the Quang Tri Provincial Party Committee to hold the position of Chairman of the Quang Tri Provincial People's Committee for the 2026-2031 term.
Also at this session, the Quang Tri Provincial People's Council did not dismiss Mr. Le Hong Vinh from the position of Chairman of the Quang Tri Provincial People's Committee because Mr. Vinh had been decided by the Prime Minister to be transferred and appointed to the position of Deputy Minister of Construction.
Previously, on the same day, a conference was held at the Quang Tri Provincial Party Committee headquarters to announce the Politburo's decision on personnel work.
At the conference, Mr. Nguyen Duy Ngoc - Member of the Politburo, Secretary of the Party Central Committee, Head of the Central Organization Committee awarded the Politburo's decision on the transfer, assignment, and appointment of Mr. Bui Hoang Phuong - Alternate Member of the Party Central Committee, Deputy Minister of Science and Technology to participate in the Executive Committee, Standing Committee of the Provincial Party Committee, holding the position of Deputy Secretary of Quang Tri Provincial Party Committee for the term 2025-2030, introduced to elect the Chairman of Quang Tri Provincial People's Committee.
Mr. Bui Hoang Phuong was born on November 21, 1983, native of Ninh Binh province.
In August 2020, he held the position of Chief of Office of the Ministry of Information and Communications. In January 2022, he held the position of Chief Inspector of the Ministry; in October 2022, he held the position of Director of the Department of Organization and Personnel of the Ministry of Information and Communications.
In November 2023, Mr. Bui Hoang Phuong held the position of Deputy Minister of Information and Communications. On February 19, 2025, he was transferred and appointed to hold the position of Deputy Minister of Science and Technology.
In March 2025, he was assigned the task of spokesperson for the Ministry of Science and Technology.
On January 22, 2026, at the 14th National Party Congress, Mr. Bui Hoang Phuong was elected as a alternate member of the 14th Central Committee of the Party.
