The Government Inspectorate has announced the inspection conclusion on the implementation of the law in inspection work, citizen reception, complaint and denunciation settlement, corruption prevention; land use management, and basic construction investment in Vinh Long province in the period of 2013 - 2020.
The conclusion of the Government Inspectorate clearly stated that Vinh Long Lottery One Member Co., Ltd. used the Development Investment Fund to receive the transfer of 8 real estate addresses, which was not in accordance with regulations.
According to the explanation of the Government Inspectorate, this is not in accordance with Article 39 of Decree 71/2015 of the Government, Clause 1, Article 19 of Circular No. 220 2013 of the Ministry of Finance, Article 24 of the Law on Management and Use of State Capital invested in production and business at enterprises and Clause 2, Article 23 of Decree 91/2015 of the Government.
The company cannot carry out any forms of disclosure of assets received by the transferors according to the provisions of the Law on Anti-Corruption.
In addition, the content of publicizing salary and bonus payment activities has not been implemented by lottery companies in accordance with the provisions of Directive No. 20 2007 of the Prime Minister, Document No. 16675 2007 of the Ministry of Finance regulating the salary payment regime through accounts and Article 29 of the Law on Anti-Corruption.
The Government Inspectorate said that some limitations and violations of documents and accounting books at this lottery company have been identified by the State Audit and the Ministry of Finance but are slow to be overcome.
Therefore, the inspection agency requested the People's Committee of Vinh Long province to inspect, review, and re-determine all revenues from house and land lease activities but account for other income in 2018, 2019, 2020 (in the amount of 2.53 billion VND) and 2021 to present (if any) of Vinh Long Lottery One Member Co., Ltd. according to the provisions of Clause 4, Article 15 of Decree 167/2017 of the Government.
