In the afternoon of July 14, at the Party Central Committee Headquarters, General Secretary and President To Lam chaired a working session with agencies on national maritime industry development, according to VNA.
Concluding, General Secretary and President To Lam emphasized that putting the national maritime industry in the right position in the strategy to build Vietnam into a strong maritime nation.
The country must maintain core capabilities in design, construction, repair, conversion and technical assurance of essential means; not to be passive when the supply chain is interrupted, the market fluctuates or emerges an emergency situation.
Regarding immediate tasks, the General Secretary and President requested that it is necessary to focus on unlocking the market, effectively exploit existing capacity and handle bottlenecks.
The Government Party Committee leads and directs the Government to urgently develop the National Program for developing maritime industry and marine mechanics to 2035, with a vision to 2050.
Organize comprehensive review, assessment and classification of industry capacity. On the basis of unified data, it is necessary to clearly identify which capacity needs to be preserved, upgraded, linked, converted or processed; identify strategically valuable enterprises, assets, technologies, data and technical teams to have appropriate plans.

The General Secretary and President requested to study and improve the financial, credit, guarantee and insurance mechanisms in accordance with the characteristics of large contracts, long cycles, and high risks of the shipbuilding industry.
The support mechanism must be conditional, targeted, linked to orders, business capacity, feasible financial plans and transparent governance; not providing capital to offset losses, not creating new bad debts, not legitimizing old violations. The Government specifies the tools and control procedures according to its authority.
Reorganize the domestic market, linking the development needs of the sea fleet, inland waterway vehicles, public service ships, offshore services and national defense - security with domestic industrial capacity on the principle of competition, quality and efficiency.
General Secretary and President noted, handle existing issues according to the law, ensure the legitimate rights and interests of the State, creditors, employees and related parties; must ensure discipline, transparency, no loss of state assets; and at the same time, do not mechanically handle issues that cause loss of infrastructure, technology, data, customer relationships and technical labor force that are difficult to regenerate.
Regarding long-term tasks, it is necessary to shift from maintaining production capacity to building a modern, green, digital marine and waterway industrial ecosystem with self-reliance and international competitiveness.
Immediately after the meeting, the General Secretary and President requested the Government Party Committee to lead and direct the Government to concretize the orientations and tasks into programs, projects, plans and mechanisms and policies according to their authority.
The process of organizing implementation must ensure clear responsibility, clear progress, clear results, strengthen inspection, supervision and strictly handle delays and avoidances.
General Secretary and President affirmed that the general spirit is to develop the national maritime industry with ecosystem thinking, focused selection and disciplined implementation; properly promote the role of the State, business sectors and international cooperation; not provide widespread relief, not subsidize again, not invest according to trends; but also not relax to lose strategic industrial capacity; must thoroughly handle existing problems, preserve what is still valuable and reorganize the country's needs into a disciplined market for businesses that are truly capable and have the ability to develop well.
