According to the plan, from August to November 2025, the city's inspection teams will conduct inspections of administrative reform work at least 20% of agencies, units and localities in the area. Through the inspection, the implementation of administrative reform tasks will be evaluated; urging, rectifying progress, efficiency, and quality of task implementation; at the same time, recording, promptly detecting and replicating effective initiatives, experiences, and models throughout the city.
The city's inspection team is headed by Vice Chairman of the City People's Committee Hoang Minh Cuong; the Permanent Deputy Head of the delegation is the Deputy Director of the Department of Home Affairs; the Deputy Heads of the delegation include leaders of the Departments: Justice, Science and Technology, Finance, City Inspectorate and the Office of the City People's Committee.
Inspection activities are carried out in 3 forms: planned inspection, surprise inspection and thematic inspection. The inspection content focuses on the situation, progress and results of administrative reform implementation at agencies, units and localities in the fields of: institutional reform; reform of administrative procedures; reform of organizational apparatus; reform of public service regimes; reform of public finance; building and developing e-government and digital government.
Regarding planned inspections, the focus is on the following contents: developing, promulgating and implementing administrative reform plans; propaganda work; inspection and urging implementation; implementation of regulations on decentralization and delegation of authority in state management for each industry and field.
In addition to the above contents, the inspected departments and branches will be assessed for their responsibilities in advising on the implementation of the State Administrative Reform Plan of Hai Phong City for the last 6 months of 2025. If necessary, the Head of the inspection team can direct surprise inspections of a number of departments, branches and localities on the implementation of administrative reform and handling of administrative procedures for people and businesses.
Departments and branches will also organize thematic inspections at agencies, units and localities according to assigned functions and tasks. If the thematic test matches the subjects and time with this plan, it will be integrated to avoid overlap.
The implementation of this inspection plan is considered an important preparation step to summarize administrative reform work in 2025, determine the Administrative Reform Index in 2025 and serve as an important basis for the Chairman of the City People's Committee to review and evaluate the effectiveness of the work of heads of agencies, units and localities.
In 2024, Hai Phong leads the country in the Provincial Competitiveness Index (PCI), Administrative Reform Index (PAR Index) and the Service satisfillment Index of administrative agencies (SIPAS). To maintain and enhance this position, it requires synchronous and continuous efforts from all levels, in which inspection and supervision work plays a key role, ensuring the effectiveness and efficiency of the administrative apparatus, aiming to best serve people and businesses.
